';~ ~ ~,~ ~`~~~1~~~~f Please find enclosed an Individual Permit application for construction of permanent sheet piling weir across Drowning Cree~kfor the Town of Southern Pines Water Treatment Plant. An after-the-fact permit was issued on 9 October 2002 for a fabric weir that was constructed during a severe drought in August 2002. This fabric weir was removed, and a temporary permit was issued for a temporary sheet piling weir that has not been constructed due to high water levels. The Southern Pines Water Treatment Plant was built in 1981 and is the sole source of drinking water for the Town of Southern Pines. It is permitted to draw 8 mgd. The proposed project is to ensure that the Town is able to withdraw up to the permitted amount during droughts. During the severe drought in August 2002, the water level in Drowning Creek dropped below the intake structures and a water emergency was declared. The Town is also in the process of securing land near the water treatment plant for the purpose of constructing an upland holding reservoir. However, this process may take some time, so the Town wishes to proceed with only the weir portion of the raw water improvement plan at this time. Block 18- Nature of activity: Construction of a permanent sheet-pile weir within the banks of Drowning Creek. The proposed run-of--river weir will create a pool at the intake structures for the Town of Southern Pines Raw Water Pump Station. The proposed weir will allow water to pass through a 30 inch diameter steel pipe at the base of the weir. Sheet piling 20 feet tall, 1 foot wide and 61.5 feet across will be buried to bank height across the creek, except fora 19.5 foot section of the sheet piling which will be 3 feet below the banks to allow flow over the weir. Of the 61.5 foot length of the sheet piling, 50 feet will be within the creek banks, and 11.5 will be within the surrounding wetlands. There will be no overbank flooding. A 2.75 foot wide catwalk and handrail will be constructed on the sheet piling to provide access to the canal gate on the steel pipe. Rip-rap 2 feet thick will be used for approximately 10 linear feet downstream of the weir, to the tops of the banks. Rip-rap will also be placed in a 10 foot skirt around the north end of the weir wall. A 28 foot long, 3 foot wide stone walkway will be constructed over this rip-rap to connect with the catwalk. Tracked equipment will be necessary for construction, for activities including driving the sheet piling and transporting the rip-rap to the site. Temporary soil disturbance in the floodplain adjacent to Drowning Creek will be minimized by placing heavy equipment on mats or by other preventative measures. Block 19- Project purpose: The permanent weir is necessary to facilitate water extraction by 2 existing intakes from Drowning Creek for the Town of Southern Pines water supply. In August 2002, the creek level fell below the level of the intake screens at the water plant intake site. Average water withdrawals were 5 mgd (peak 6 mgd) going into August (the permitted withdrawal is 8 mgd). By 8 August, withdrawals were down to 3.0 mgd and a water emergency was declared. A fabric weir was put in place within the existing channel on 14 August 2002. The ACOE issued a verbal after-the-fact permit for this structure on 9 October 2002. The Town was approved for a temporary sheet-pile weir on 6 December 2002 by ALOE (Action ID 200300198) that is due to expire on 9 October 2003, and on 8 November 2002 by NC DWQ (Project # 02-1769). However, due to extensive rainfall since the issuance of the permit, the fabric weir was removed and the permitted weir has not been built. The combination of extremely low flows, the height of the intake structures and insufficient storage capacity led to the mandatory water use restrictions in August 2002. The intake structures cannot be lowered because of their design. The. intake screens for the dual pipes that supply the Southern Pines Raw Water Pump Station are full circumference. Minimum clearance between the bottom of the screens and the creek bed is required to allow full flow through the intake pipes. Separate 4-inch air piping runs parallel with each intake pipe and connects at the submerged end near the screens. These lines convey compressed air to intermittently backwash debris collected on and around the screens. The air scour system provides an additional benefit by clearing the area between the bottom of the screens and the creek bottom. Alternatives for water storage have been explored, and designs fora 25 acre upland holding pond will be submitted for agency approval in the future.
