This letter is to serve as notification that Jay Carter and Jay Carter and Associates, Inc. have
been retained by the Town of Southern Pines through the engineering firm of Hobbs,
Upchurch and Associates to coordinate and submit proper documentation related to all
environmental permitting issues for the construction of an off-stream raw water reservoir on
the west side of US Hwy 1 near the Richmond County line in southern Moore County.
