Digester Pond Overflow Due to Hurrican Matthew

DAK Americas LLC Cedar Creek site in Fayetteville, Cumberland County, North Carolina had
two of its digester ponds overflow to the ground due to Hurricane Mathew. On October 8th 2016
at 3:30pm it was discovered that the two digester ponds had overflowed for an unknown amount
of time during Hurricane Matthew. On October 9th 2016 at 7:00am there was no further spilling
observed. Each of the two ponds had significant amounts of rainwater on the surface due to
approximately 20-23 inches of water falling on each pond during Hurricane Matthew. As required
by the permit, this was reported within 24-hours by telephone to (800) 858-0368 on October 9th
2016 at 2:41pm. I spoke with Mike Rowell with the Emergency Response Group. Mr. Rowell
informed DAK that our Report Reference Number was 109-2016-1441. This letter is the written
submission that must be sent to DEQ within 5 days of the time DAK became aware of the
circumstances.
On October 10th DAK notified Emergency Response Group to give update on status of ponds. On
October 10th at approximately 11:00am digester number 2 was observed spilling over on one
corner of pond due to an automatic airline that had failed open during power loss, causing airflow
to agitate pond enough for it to slightly spill over rainwater that was on surface of pond. It is
estimated that this occurred for approximately 2 hours from 9:00-11:00am. Once overflow was
identified it was immediately stopped. Mr. Rowell explained that this second incident would also
be referenced with original report reference number 109-2016-1441.
Each of the two ponds are now at acceptable levels and there is no expectation that overflowing
will reoccur.
