We are submitting the additional information requested from written correspondence on July 27, 2012. We are requesting for NC Division of Water Quality (DWQ) written approval under Section 401. This will assist in compliance with Nationwide Permit (NWP) 39 and Water Quality Certification 3890. We have addressed your included written comments in the following paragraphs. 1. Provide evidence showing that this project meets all of the requirements for low density development found in Appendix A of GC3890. Please refer to the attached Plan Sheets and Low - Density Supplement. As seen in the Impervious Legend on Sheet G18, the overall impervious of the development is 22.1 %. Approximately 1.5 -miles of grass swales have been designed and constructed with 55% located on the northern, "eastern, & southern perimeter areas in recorded drainage easements. These low- sloped conveyances have been designed in accordance with the most recent version of NC DWQ Best Management Practices (BMP) Manual. The large perimeter buffer areas should also protect the neighboring upland and lowland areas. 2. Please provide plans that show a more detailed breakdown of impervious surfaces. Identify on these plans all impervious surface and pipes with labels. Please refer to the attached Plan Sheets G 17 and G 18. The drainage areas have been delineated and detailed in the "Delineated Areas" table in the lower left corner of Sheet G18. DWQ 401 Certification Re- Submittal Enviva Pellets Northampton August 23, 2012 Page 2 of 3 Nine (9) RCP Culverts have been designed and constructed primarily for driveway crossings. They will allow for proper vehicular and machinery flow to and within the production plant. All of the Drainage Pipes, except for Drainage Pipe D -02, drain to downstream grass swales. I conducted a site inspection this past Monday (August 20, 2012). The site received approximately 2- inches of rain the previous day and was in excellent condition, including the wetland areas. Below is a photograph of the PDD -01 drainage swale along the northern border. All of the constructed swales appeared to follow the designed parameters. Unlike most logging yards which heavily irrigate their logs, this process does not irrigate. This will greatly reduce the runoff from the site and provide increased protection to the wetland and transitional areas. Secondly, it has been shown that it increases the energy content of the wood and reduces residual ashes during power production. The design team attempted to avoid the wetland area impacts during the initial planning stages before and after the recent property acquisition. Grass height will not exceed six inches at any time; and grass will not be mowed too close to the ground or "scalped ". 2. Swales will be inspected monthly or after every runoff producing rainfall event for sediment build -up, erosion, and trash accumulation. 3. Accumulated sediment and trash will be removed as necessary. Swales will be reseeded or sodded following sediment removal. 4. Eroded areas of the Swales will be repaired and reseeded. Swales will be revegetated as needed and in a timely manner based on the monthly inspections. Side slopes must be maintained at the permitted slope. 5. Catch basins, curb cuts, velocity reduction devices, and piping will be inspected monthly or after every significant runoffproducing rainfall event.
