Dear John:
Mr. Bobby Teague (Town of Southern Pines), David Upchurch (Hobbs,
Upchurch & Assoc.) and I met with Mr. Henry Wicker (ACOE) at the Town of
Southern Pines water intake on Drowning Creek today to review the Town's
request to place a sheet-pile weir in the creek to facilitate water
intake during low flows such as those associated with the ongoing
drought. In August, Drowning Creek fell below the intake screens at the
Town's Drowning Creek site. The Town placed a temporary fabric weir in
the creek in order to survive that emergency (we understand from Mr.
Wicker that this action should have been permitted by the ACOE and
DWQ) As a result, we requested the ACOE to issue an after-the-fact
permit for a weir for 1 year. He issued that permit verbally today.
Concurrently, we will be submitting an Individual Permit application for
a permanent weir and impacts associated with a new offline, largely
upland, pumped storage reservoir. Mr. Wicker indicated that the Town
should have you look at the existing weir and that DWQ be fully briefed
on the proposed project. Therefore we would like to schedule a field
visit as soon as possible.
The Town is still under water restrictions. The combination of
extremely low flows, the height of the intake structures and
insufficient storage capacity led to mandatory water use restrictions in
August. Average water withdrawals were 5 mgd (peak 6 mgd) going into
August (the permitted withdrawal is 8 mgd). By 8 August, withdrawals
were down to 1.8 mgd and a water emergency was declared. The temporary
weir was put in place on 14 August. Although recent showers have raised
the creek level, the 20 mgd upland storage pond is still only 60~ full.
Since it is generally acknowledged that the current drought is ongoing,
the Town proposes to improve its water withdrawal and storage
capacities by construction of a 3 foot high weir within the banks of
Drowning Creek and the construction of a new 25 acre reservoir.
