Within 120 days of the effective date of this permit, the permit holder shall begin monitoring for color at the Effluent, Upstream, and Downstream designated sites (50 ft upstream and 50 ft downstream), and one sample of effluent diluted with upstream water at a concentration replicating 7Q10 conditions. All samples shall be grab samples. Analysis shall be performed in the field using the "glass disks field method" (Standard Methods - 204A). Analyze samples as follows: (a) using the platinum -cobalt method; and (b) Using a narrow -band scanning spectrophotometer to produce a COMPLETE spec- tral curve of the visible spectrum (350-750 nm). Calculate and report results in ADMI color units from the information indicated. Samples should be taken free from turbidity (True Color) and at natural pH. During summer months (April -October) collect samples on Mondays, Wednesdays, and Fridays and during the winter months (November -March) collect samples on Wednes- days. The permit holder shall submit annual reports summarizing the available color monitoringinformation. Include factors which may have had an impact on the levels of color in the effluent and receiving stream, including, but not limited to, rainfall, streamflow, production plant operations, and treatment plant oper- ations. Submit the report to the Water Quality Section Chief no later than Feb- ruary 15th of each year. 10/89 A16FacilitName lam! o —; '4-0 t% PPermit # y ill Ca O o2 115)y CHRONIC TOXICITY TESTING REQUIREMENT (QRTRLY) The effluent discharge shall at no time exhibit chronic toxicity in any two consecutive toxicity tests, using test procedures outlined in: 1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is /z % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform guarter(v monitoring using this procedure to establish compliance . ;:th the permit condition. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in:association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection o' the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Suggested that City officials be contacted to negotiate reasonable schedule for constructing new outfall. 3/88-submittal of 3/88 test results (done by Burlington Research) for EPA chronic bioassay. ChV 21.9%, NOEC 12%, LOEC 40%. Failed at current 73% 7Q10 IWC. Did alternate test at 12% for eventual relocation of discharge and efflu passed. Also reported 48 hr static acute w/ LC50 none. In file -Burl. Research memo summarizing 4/29/87 mtg w/ City and 7 IUs-it was agreed that BRI would submit TRP proposal to City(including time table) and IUs would submit MSDs and chem usage info for BRI's review and eval.
