Mr. Linwood Boyd Lot 5 Friedman Drive, Blounts Creek Beaufort County Project setting Mr. Linwood Boyd has submitted a CAMA Major Permit application for the installation of riprap rock for shoreline stabilization, an access road, a pier with platform, boatlift and covered boathouse located on his property off SR 1119 at lot 5 on Friedman Drive in Pamlico Bluffs subdivision, in Blounts Creek, Beaufort County, North Carolina. There are currently no man-made features on the project site, however the site is suited for a single-family residence. The lot is 2.93 acres in size and has a total shoreline length of ±260 linear feet on the Pamlico River and includes a combination of high and low sediment bank with ranges from 1.0% 30.0' in elevation above the Normal Water Level (NWL). The low sediment bank which ranges in width from ±40' on the northwest side of the property to ±70' on the southeast side is mostly a sandy beach bottom vegetated with established cypress trees, scrub pines and various woody underbrush. The low sediment bank also includes some fringe areas of delineated USACOE wooded wetland vegetation. The high sediment bank is a high bluff shoreline covered with lawn grasses and various hardwood trees. The upstream edge of the property abuts an access path made from concrete hog slats and the downstream edge of the property is separated from the neighbor's gravel access path by a low wooded wetland area that drains to the Pamlico River. Both the downstream and upstream properties have installed drivable access paths to the water and either stabilized their shoreline and added piers with platforms and boatlifts. The upstream property has upland development and downstream lot does not have any upland development to date. This area of the Pamlico River is classified as SB NSW by the Environmental Management Commission at the project site. The Pamlico River is classified as coastal fishing waters at this site and the site is not located in a primary nursery area. The property is subject to the Tar -Pamlico Riparian Buffer rules enforced by the N.C. Division of Water Resources. Proiect description The applicant proposes to rip rap f200' linear of shoreline along the base of the high sediment bank which would include the filing of an area of section 404 wooded wetland under jurisdiction of the USACOE approximately 50' from NWL. The applicant would also like to use the natural slope on the downstream side of their property to install a 10' wide hog slat access path that borders the wooded wetland area stopping the path 50' from NWL. The applicant also proposes the installation of a 6' by 160' pier with a 20' by 20' platform,13' by 13' boatlift, and a 28' by 14' covered boathouse. The pier, platform, boathouse and boatlift will be located in estuarine waters and the Public Trust Area. Anticipated impacts The installation/placement of rip rap at the base of the high bluff will result in approximately 450ft2 of section 404 wetland fill and small section of the access path will impact t250ft2 of coastal shoreline. The installation of the pier and docking facilities will result in the shading oft 1752 ft2 of river bottom as well as some short-term localized turbidity throughout the construction process. Ashley Grandy — 25 February 2021 DCM MP-1 Application for Major Development Permit NC Division of Coastal Management Project Narrative for Lot 5 Friedman Drive, Blounts Creek NC, 27814 - Pamlico Bluffs Subdivision Lot 5 will be occupied as a private single family residence. At this time the property is vacant, we plan to build a primary residence on the high bluff, outside of any buffer or regulated zones. Item One - to apply rip rap to the base of the bluff to protect and shield the bluff from erosion. The rip rap will be approximately 10 feet tall. Item Two - to install an access pathway from the top of the bluff to the water level on the (south)east side of the property. The path will be approximately 10 feet wide and will be located approximately 50 feet (north)west of the Randy Erwin adjoining property line. Item Three - to install a pier for private access by the property owner that includes a deck, a covered boat lift and an uncovered boat lift. The pier, deck and boat lift will be very similar in size and design to the existing pier, deck and boat lift recently constructed on lot six by Randy Erwin. On December 2, 2020, Chris Pullinger and Tina Martin with NC Division of Water Resources, Kelly Spivey and Ashley Grandy of Division of Coastal Management/NC Dept of Environmental Quality and a representative of USACOE met on site fulfilling the pre -application meeting requirement.
