The purpose of this letter is to request permission to conduct a pilot study by installing a
temporary mobile carbon adsorption unit at Monsanto's Fayetteville wastewater treatment facility.
The reason for this request is that we did not pass the May 2003 quarterly toxicity test required
under the permit and we have reason to suspect that the conditions which caused the test failure
may potentially still be present.
The proposed unit is a Calgon Corporation Dual Express carbon adsorption unit to be placed in the
vicinity of the clarifier as shown in the attached configuration. The unit will receive effluent from
the clarifier and discharge to the junction box prior to discharge to the Cape Fear River. A block
flow diagram is attached illustrating the overall wastewater treatment facility flow schematic.
The selection of this treatment technology is based on substantial laboratory toxicological testing
data, and we have no evidence that it will cause any other collateral discharge issues. I trust you

This office received your request to install and operate, on a pilot basis, a carbon
adsorption unit at the Monsanto wastewater treatment facility, Fayetteville, June 27,
2003.
It is understood that this unit is being piloted due to the failure of the May 2003 toxicity
test required by your NPDES permit. Also, based on conversations with you it is the
understanding of this office that the installation of this unit is one of many ongoing
actions being taken by Monsanto to address this issue. Should Monsanto determine that
the use of this unit is necessary for greater than six (6) months you are asked to contact
this office to discuss whether or not a formal Authorization to Construct will be needed at
that time.
Further; it is my understanding that you will be providing to this office a summary of
actions taken to address the aforementioned toxicity issue. Please provide this summary
of action taken by August 1, 2003.
This letter in no way absolves Monsanto from past or future violations of the NPDES
permit nor absolves Monsanto from violations that may occur due to the installation of
the subject unit.
