From what she was telling me, they already have (or will have) wastewater going to PWC. They want, to do the name/ownership change then get a permit to discharge NCCW directly to the river (because PWC doesn't want the NCCW). She's under the impression that they can maintain the permit •as -is. They want to keep discharging to PWC but eventually go back to their own permitted discharge. Essentially, they want to hold the discharge permit for. future use. From my read of the permit, I thought they needed to do all the stipulations of the condition A(5) upon purchase - which includes justification of the flow, telling us what they are going to do, doing an EAA, etc. She thinks that's only the case if they expand (so I think she thinks if they operate at 0.5 MGD - which is what Monsanto was at after closure - that they would not need to do anything but the name/ownership change and apply for the NCCW permit via a general permit) anyway - just an FYI and I'll try and get it straightened out. 1 of 1 6/23/2004 11:39 AM
