DWR does not object to the proposed work during the moratorium period given the agreement from WRC. This satisfies
condition 10 of Water Quality General Certification No. 4132.

In water work for the bridge replacement is scheduled to begin after June 30th, but the city has asked about fill/riprap
for the utility bore temp. workpads starting during the moratorium. For this type of in-water work, could there be some
relief from the moratorium? Please see the email chain below where NCWRC does not have objection to in water work
during the moratorium.

The rip rap placement will require minimal in water work that should not impact anadromous fish therefore WRC does
not object to allowing the work described below during the moratorium.

NCDOT is helping administer a bridge replacement project for Elizabeth City. The project has a moratorium from

February 15 to June 30. In water work for the bridge replacement is scheduled to begin after June 30, but the town
