This is all I could find on our network All original documents are in a storage locker somewhere off site
The attached permit summary letter was the first version of the Mitigation Plan This is the document Chern used for
permitting (Hard to believe things used to be that simple ) I could not find the plan sheets that accompanied the
letter However, page three of the letter states 30 and 50 foot buffers
The attached plan sheets were used for construction They show the buffer widths

401 permitting It would have been some conceptual plans that included the fence at the 30 foot line instead of 50 that
went along with the 401 permit application Any regulatory/permitting related correspondence is what we're after, but

Enclosed are the 80% design drawings and typical proposed cross sections for the
subject project The proposed restoration site is located on an unnamed tributary to
Bear Swamp Creek at the Murphy Hay Farm immediately south of Dyking Road near
the Town of Louisburg, Franklin County, North Carolina (Figure 1) The unnamed
tributary originates at a small pond approximately 500 feet east of Dyking Road and
1,000 feet east of the project At the time of the surveys, no water was flowing
through the culvert under Dyking Road but there was water in the stream within the
project limits This confirms the property owner's statement that the majority of the
flow originates from springs between his property and Dyking Road Land use in the
watershed consists of agriculture, pastureland, forested, and single family residential
Within the project limits, the unnamed tributary flows from the northeast to the
southwest through pastureland Cattle have access to the tributary and have therefore
limited the type and amount of vegetation throughout the riparian zone Grasses
dominate the area and there are only a few mature sweet gum (Liquidambar
styraciflua), red maple (Acer rubrum) and sycamore (Platanus occidentalts) located
along the stream This first order stream is incised with near vertical banks along
most of the reach The stream is approximately ten feet wide at the top of bank and
approximately four feet deep In some areas the banks are near six feet tall with no
bank protection present
Past land uses in the area have destabilized the streambed and banks causing the
stream to incise and erode its banks ARCADIS G &M of North Carolina, inc
(ARCADIS G &M) recommends a Priority 3 restoration for the site The degraded
"175" and "G5c" stream types will be restored to a stable "135c" (step -pool) stream
type This scenario fits both the stream evolution for the site (C5 or
135c -+G5 -+175—)�135c) and the valley type (Type II)

Surveys of the existing stream were conducted to collect fluvial geomorphological
data Bankfull cross - sectional area was compared to the regional curves established
by North Carolina State University, Stream Restoration institute, to verify the
bankfull indicators A reach of Little Fishing Creek near White Oak, NC at an
operating United States Geological Survey (USGS) gage station was also surveyed to
verify bankfull The recurrence interval of the identified bankfull stage was
calculated to be 1 01 years, which is within the acceptable range Finally, a detailed
survey was conducted on a stable "135c" stream type reference reach The reference
reach, an unnamed tributary to Crooked Creek, is located within the same drainage
basin as the impacted reach off Moores Pond Road near Rolesville, North Carolina
(Figure 2)
After all streams were surveyed, dimensionless ratios were established for each
stream Table 1 includes the morphological characteristics of the existing, proposed,
reference reach, and gage station streams The dimensionless ratios of the reference
reach were used to design the proposed stream The proposed bankfull width was
calculated to be 8 6 feet Other important feature dimensions are the mean bankfull
depth (0 72 feet), maximum bankfull depth (1 4 feet), and bankfull slope (0 015 foot
per foot) These values were used to convert the dimensionless ratios to proposed
feature dimensions
The proposed design will utilize as much of the existing channel as possible for
several reasons, including only minor modification of the stream dimensions are
needed in these areas, many of the existing trees will be avoided, the amount of
material being moved or hauled off will be reduced, and the property owner will not
lose a significant portion of the existing pasture Filling the abandoned sections of
channel with material excavated on site will also reduce the amount of material off -
hauled Wetland areas may be established in some areas of the abandoned channel
The existing 16 -inch pipe under the driveway will be replaced with a 73 -inch x 55-
inch corrugated metal pipe arch culvert and two 24 -inch reinforced concrete pipes at
higher elevation to drain the flood plain A HEC -RAS model shows the proposed
culvert design will lower the water surface of the 10 year storm event approximately
0 6 foot (See Sheet No 10)
Grade control structures (rock cross vanes) will be installed at the head of steps
These structures will maintain the bed elevation, create habitat diversity in the
channel, and keep the channel thalweg near the center of the channel Root wads will
also be used to help protect the stream banks, mainly where the existing channel was
abandoned, and provide additional aquatic habitat diversity
The shear stress of the new channel calculates to be 0 11 Ibs /ft According to the
Shields curve, this will entrain a 10 mm particle The D95 of the channel bed
material is 10 mm and the D95 of the bar sample is 7 5 mm These sizes are very

similar to the particle moved by the sheer stress Therefore, based on the shear stress
calculation, the proposed channel is not expected to aggrade or degrade The critical
mean bankfull depth required to move the largest particle on the bar calculates to be
0 4 feet The proposed mean depth of the new channel is 0 7 feet, slightly deeper
than the calculated critical mean depth The difference is only 0 3 feet and the
channel is not expected to degrade The shear stress, dimensionless shear stress and
critical mean depth calculations are shown in Table 2
A 50 -foot buffer from the top of the proposed channel banks will be installed The
buffer will be comprised of 30 feet of trees and 20 feet of grass Cattle will be
excluded from the 30 -foot buffer Piedmont alluvial forest species will be planted in
the buffer and include available specimens of silky dogwood (Cornus amomum), red
mulberry (Mores rubra), black walnut (Juglans mgra), black willow (Salix nigra),
tag alder (Alnus serrulata), cherry bark oak (Quercus pagoda), swamp chestnut oak
(Q michauzii), river birch (Betula nlgra), Virginia wildrye (Elymus virginicus),
sorghum (Sorghum Moench), orchard grass (Dactyhs glomerata), and millet (Mihum
effusum) Red maple (Acer rubrum), box elder (A negundo), and sycamore
(Platanus accidentalis) already exist on site and are expected to establish on their
own The property owner requested that the view of the barn from his house not be
obstructed Therefore, the area between Station 16 +50 and station 19+00 will be
planted with the shrubbier species (silky dogwood, red mulberry and tag alder) The
larger trees will be planted on 8 -foot to 15 -foot centers and the smaller trees will be
planted on 6 -foot to 8 -foot centers This will gyve a density of 4 to 15 and 15 to 25
per 1,000 square feet Black willow, tag alder and silky dogwood will be planted
along the stream banks as live stakes Erosion control matting will also be used
along the stream banks as protection from high flows until vegetation establishes
