Sue, We have reviewed occurrences of state protected species and there are no known occurrences within the project area. Please see attached for known occurrences, which are miles away from the site. We always prefer to bore these crossings as opposed to open cut, but in this case, there is rock everywhere. The fact that the bore would be in rock increased the project cost by over a million dollars, which far exceeded the available project funds, so it simply wasn't feasible to do so. The entire purpose of this project is to create a gravity sewer outfall to replace two pump stations. The risk of accidental overflows reduces dramatically once the pump stations are removed from service by allowing this gravity sewer outfall to be installed . If we are required to bore these streams, the project simply won't move forward, and these two pump stations will remain in place. We would like to move forward with the plans as previously submitted and reviewed. The stream impacts should be clearly marked and denoted in the map legend and on the drawings. In addition, please use the nomenclature as provided in the JD package, and as shown on Drawing 5 Wetland Map, conducted by Pilot Environmental. The features on the JD map should directly correlate to your design drawings and the impact table in the PCN. Please let me know if you have any questions. One thing I did want to point out is that you indicated on the PCN that it was "For the record only for Corps Permit." Given the proposed project is located inside of the National Register Historic Kerr Scott Farm I will have to coordinate with the NC SHPO; unless you have a concurrence letter from them. As such, a Pre -Construction Notification is required for your project, and a permit decision cannot be rendered until Section 106 consultation is completed. If I have any additional questions once I get into the review I will let you know. Please let me know if you have any questions.
