PROJECT SUMMARY: The applicant proposes to install a second boatlift on the east side of the existing floating dock, increasing the total slip count from two (2) to three (3) in the Holden Beach canal system. Linville February 24, 2021 Page 2 9. PROJECT DESCRIPTION The proposed project is located at 179 High Point Street, on an east -west feeder canal on the west end of Holden Beach, Brunswick County. The property can be reached by traveling NC HWY 17 south towards Holden Beach. At the Supply intersection, turn left onto NC 211 S. Travel .3 miles down NC 211 S and turn right onto Stone Chimney Rd S W. Drive down Stone Chimney Rd for 5.5 miles and continue onto Old Ferry Connection SW for 1.1 miles. Turn right onto Sabbath Home Rd SW and then take the next left onto NC 130 E towards Holden Beach. Travel over the Holden Beach bridge and take a right onto Ocean Blvd W. Continue for 1.8 miles and take a right onto High Point St_ Existing structures on the project site include a single family residence and a private two (2) slip docking facility located on the south side of the property. The existing docking facility includes a non -conforming 20' x 25' fixed platform, an 8' x 24' floating dock (Slip 1), (2) PWC floats, a 6' x 10' kayak float, and a boatlift (Slip 2). The project site is approximately .27 acres and is vegetated primarily with domestic grasses and ornamental landscaping. The high ground portion is elevated approximately 6' above the normal high water (NHW) level, and the shoreline (+/- 55 linear feet) is stabilized by bulkhead. No Coastal Wetlands are located within the applicant's riparian corridor. The applicant's property sits on an east -west feeder canal between canal C and canal D. Residential properties border the project site to the east and west, Highpoint Street borders the north, and the feeder canal borders the south side of the property. The width of the east -west feeder canal measures approximately 112 feet from the edge of the applicant's bulkhead to the edge of marsh opposite the project site. The existing boatlift (Slip 2) was authorized under CAMA General Permit #51313 on 8/27/2008. This General Permit indicated the existing fixed platform dimensions were 20' x 12' not 20' x 25' as it exists today. No other permit history can be located for the existing docking facility but historical imagery dates the docking facility back to at least 1993 _ The waters of the canal system are classified SA by the Division of Water Quality and ARE NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. Based on visual observations made by DCM staff during the February 2021 site visit, there appears to be NO Submerged Aquatic Vegetation (SAV) in the surrounding waters. Water depths in the vicinity of the proposed boatlift range from approximately -2.2' to -5', relative to NLW. PROPOSED PROJECT The applicant proposes to install a second boatlift on the east side of the existing floating dock, increasing the total slip count from two (2) to three (3) in the Holden Beach canal system. The applicant proposes to expand the existing docking facility by installing a new 13' x 13' boatlift, creating up to three (3) boat slips. According to the application package, a new boatlift would be installed along the eastern side of the existing floating dock, between the applicant's pier and the neighboring docking facility. The proposed boatlift would provide dockage for a single vessel. The existing PWC float located east of the applicant's floating dock would be removed prior to the boatlift installation. The applicant has also proposed to reduce the dimensions of the fixed platform from 20' x 25' down to 20' x 12' to bring it back to the dimensions that were referenced in General Permit # 51313. The additional lift would create up to three (3) potential docking spaces, when combined with the existing structures (existing boatlift and floating dock). The proposed boat lift would encroach within the 15-foot riparian corridor setback of the eastern property owner, however, Linville February 24, 2021 Pa-ze 3 the applicant has obtained an "initialed" waiver allowing the encroachment. 10. ANTICIPATED IMPACTS The proposed structure would incorporate approximately 169 sq. ft. of Estuarine Waters and Pubic Trust Area. There would be no additional platform added to the existing non -conforming docking facility. The boatlift would remain consistent with similar pier length requirements (established pier -head line) and would be located outside of the feeder canal channel. Minor increases in turbidity should be expected during construction. Water depths in the vicinity of the proposed project range from -2.2' to -5.0' NLW. This property has an existing pier/deck with a floater (8'X24') and an existing boat lift (12.5'X12.5') in place. Currently the Pier/Deck in not -in compliance with the shaded impact allowance credit allowed for the 55 linear feet of shoreline at this property (440 SF). NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed development. Enclosed you will find. a "Notice of permit Filing" postcard which must be posted at the property of your proposed development. You should post this notice at a conspicuous point along your property where it can be observed from a public road_ Some examples would be: Nailing the notice card to a telephone pole or tree along the road right-of- way fronting your property; or at a point along the road right-of-way where a private road would lead one into your property. Failure to post this notice could result in an incomplete application. An onsite inspection will be made, and if additional information is required, you will be contacted by the appropriate State or Federal agency.
