Sue,
Per our phone discussion this morning, I have additional information to address your two questions; what is the width
of cover over the transmission pipeline, and where is the next access point to the ROW.
We have established the depth of normal soil cover over a Class 3 transmission line is 36- inches, however regarding
width of cover, natural gas pipelines of a similar nature are allowed a maintainable width of 50 -feet for the purposes of
maintenance and access. The 50 -feet of width is also a public safety measure that has been dictated by court
precedence. Due to Lake Higgins proximity to the west of the Carlson Dairy Road access point, currently there are no
other emergency access points to the existing pipeline.

Sue,
PNG has designed the proposed project to avoid and minimize impacts to the extent practical. Fill placement and
construction activities will be limited to 40 -feet through the currently maintained Wetland B, within the 50 -foot existing
right -of -way. This is the minimum amount of space necessary to facilitate access for maintenance, inspection, and
emergency response in this area.

Ok, I found that now, it just showed up weird on my screen.
So here's the problem: We can accept the justification for the cover, but the 401 requires minimization of impacts and
the cover only justifies covering the line, not the entire 50' ROW.
The secondary justification of neighbors complaining about the wetland is not a valid reason to fill a wetland so we can't
fall back on that, and you can't fall back on the clearing for inspection because we would allow that to be done by hand.
Your letter states that you need access to the ROW in case of emergency, and that might be reasonable but we need
documentation of how far away the next reasonable access point is, if you come from the other direction and then we'd
be back with justifying a minimum of an access road for equipment to get to the line, not the entire ROW.
Do you have anything else you can suggest /provide?

Hello Sue,
I think the difference in the amount of cover you may be reading is with regards to the type of pipeline: "transmission
line" and "main ".
The PNG existing pipeline at Carlson Dairy Road is a Class 3 transmission line. According to the regulation; each buried
transmission line must be installed with a minimum cover —Class 3, normal soil, 36 inches (914 millimeters); each buried
main must be installed with at least 24 inches (610 millimeters) of cover.
I read through the regulation again to find any language pertaining to the required width, however, it does not specify.
Hope this information helps with the clarification. I'll expect your phone call Monday regarding the landfill project.

Darrin,
I looked up the regulation that you cite requiring 3 feet of cover over the PING line, and I read it to say that gas mains
require 2 feet of cover. Can you clarify for me?
If we can resolve that I'm reading the regulations incorrectly then my next question is how wide does the cover have to
be? It doesn't justify 3 feet of cover over the entire 50' ROW.
I will call you on Monday about the landfill, I need to pull out the permit and look at it and I've been trying to get some
other items off my desk today.
