A copy.of the Compliance Inspection Report is enclosed for your review. Your time and assistance during the inspection isgreatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG020000 under Certificate of Coverage NCG020861. Permit coverage authorizes the discharge of stormwater and mine dewatering wastewater from the facility to receiving waters designated as Cartledge Creek, a Class C water in the Yadkin -Pee Dee River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG020000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Contacted Jason Conner to conduct an inspection and discuss nature of the complaint. Mr. Conner relayed that he had been informed by the mine manager that due to recent rain events and truck traffic going in/out of the mine, some material had been tracked out onto the paved road. In response to this, the material was cleaned off the road and additional rock had been placed throughout the mine entrance in an effort to prevent further track out The rocked entrance to the mine needs to be routinely monitored and maintained in order to avoid future issues with material track out. The facility's Stormwater Pollution Prevention Plan was provided for review, which appeared to contain all required components as well as supporting documentation for weekly BMP inspections and annual reviews/updates. Monitoring records (Annual Summary DMRs) from 2018, 2019 and 2020 for the facility's current stormwater basin (Basin G) all indicate that there have been no discharges. After the records review, site observations were made of the mine site including a materials storage container, excavation areas, perimeter berms/buffers and the stormwater basin, which was dry at the time of inspection. During the inspection, it was observed that a portion of an interior berm had been removed and a rock check dam installed within a channel in order for accumulated ground water and stormwater to dewater from an area of excavation. Mr. Conner was informed that this constitutes a second discharge outfall and would need to be monitored under the wastewater monitoring conditions of the NCG020000 permit as mine dewatering wastewater. Mr. Conner relayed that a new basin (Basin F) would be installed in the area per the erosion control conditions of their mining permit (77-19). An inspection regarding the facility's mining permit was conducted in conjunction with this inspection.
