Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The BT -11 range, also known as the Piney Island range, is located on Pamlico Sound between Long Bay and Turnagain Bay in northeastern Carteret County, North Carolina. The range encompasses both land (Piney Island) and water areas. The island has been used for target practice for over 50 years. BT -11 is accessible only by boat and by air. The range is primarily used for air -to- ground training. The range consists of 11 land -based targets situated across the island, and 2 water -based targets located on the west side of the island in Rattan Bay. The existing site consists of a wooden floating dock used for fueling of boats adjacent to an elevated control building. 3b. Explain the purpose of the proposed project: The purpose of the project is to construct a floating dock at BT -11 in an effort to improve navigation and repositioning of vessels. 3e. Describe the overall project in detail, including the type of equipment to be used: Personnel at BT -11 require a new floating dock be added to Building 9010, along the West side of Building 9014. The new dock should be capable of docking vessel sizes ranging from 28 to 81 feet. It is desired to configure the dock to allow docking space for up to 9 vessels. This new dock will alleviate the need to reposition vessels during periods of increased use in the harbor area. The range operates vessels from 28 ft to 81 ft at BT -11 and based upon operational tempo, docking space may be required for 9 vessels. This requires repositioning vessels from one dock space to another to support operations. Additionally, with the limited dock space, vessels are routinely secured at the fuel dock. During fueling operations, any vessel at the fuel dock must be repositioned to allow for another vessel to be fueled, then once complete, the vessel is repositioned. This ongoing movement of vessels requires close coordination and planning to ensure vessels are in the appropriate location in advance as well as ensuring personnel are available to operate and assist in the repositioning of the vessels when required. This can be a challenge during high winds and /or at night. An additional floating dock section would take advantage of space available that is currently not used allowing for an additional dock space and help alleviate the requirement to reposition vessels during periods of high operations tempo. Without additional dock space at BT -11, the ongoing repositioning of vessels will continue which can be hazardous during high winds and /or at night. The proposed work was evaluated to provide the least possible impact to jurisdictional water bodies. A turbidity curtain is specified to minimize sediment disturbance and transport. Data from the USFWS and NC NHP were utilized to determine whether any Endangered Species exist in the area. It has been noted that several federally protected species could potentially occur in the area: five whale species (Fin, Humpback, right, Sei, and Sperm), the West Indian Manatee, five sea turtles (Atlantic Hawksbill, Green, Kemp's Ridley, Leatherback, and Loggerhead), American Alligator, Shortnose Sturgeon, Seabeach Amaranth, and the Piping Plover. Due to the location (an active marina with frequent boat traffic) and the minimal permanent impacts to open water (0.008 acres), it is unexpected that the project will have any impact on any protected aquatic species. Furthermore, many of these species prefer oceanic deep water habitat and are not frequently found in inshore waters. In order to mitigate potential impacts to marine mammals as a result of the activity (driving of pilings), an observer will ensure that no marine mammals are within the calculated "Zone of Influence (ZOI) ", in this instance 50 meters. If a marine mammal is observed, activities will cease until the animal is outside of the ZOI. Seabeach Amaranth could potentially occur at BT -11, but the location of the work (a wooden pier) would not provide adequate habitat for the species. Similarly, it would be unexpected for the project to affect piping plover as the project is not located near a sandy beach or sandf[at. 6. Essential Fish Habitat (Corps Requirement) 6a. While there is the potential that EFH exists in the vicinity of the project, due to the location (an active marina with frequent boat traffic) and the minimal permanent impacts to open water (0.008 acres), it is unexpected that the project will have an effect on EFH. 7.
