9, Narrative Description;
The property is located near Oriental in the River Run subdivision, off of Straight Road in Pamlico
County. The property is 147 Pier Point Drive and is designated as a community common area lot.
This site is developed with a graw!l access road. The subdivision's community common area lot is 1.7
acres. The adjacent tract to the north is an undeveloped residential lot within the subdivision, and the
adjacent tract to the south is a pine tree silviculture plantation outside of the subdivision.
The elevation of the high ground of the parcel is about +3' above the normal water level. Vegetation
on the common lot mainly consists of Coastal Wetlands, mixed trees and shrubs, and Section 404
Wetlands. This lot has approximately 320' of continuous shoreline along Lower Broad Creek.
Immediate offshore water depths adjacent to the lot range from about —2' to —6.5' nwl. The
subaqueous substrate is firm without shell.
This waterbody is about 720 feet across at this location. These waters are classified as a Primary
Nursery Area and there is not any submerged aquatic vegetation present. This area is closed to
shellfish harvest and is classified as SA; HQW, Nutrient Sensitive Waters. There is not a defined
Federal Channel in this area. This project area is subject to the Neuse River Riparian Buffer Rules.
10. Proposed Development:
The applicant wishes to construct a new 16 -slip community marina, gravel parking lot, a gravel access
road connecting to a boat ramp, and a support pier adjacent to Lower Broad Creek near Oriental. The
proposed development will take place at the end of (147) Pier Point Drive, off of Straight Road.
The upland development consists of the construction of a 12' wide gravel access road that is 608'
long and runs along the southwest property boundary. This road will connect Pier Point Drive down
to the proposed boat ramp on Lower Broad Creek. At the northern end of the lot, there will be two
grassed parking areas able to accommodate fourteen parking spaces. An 86' long vinyl retaining wall
will be installed along the portion of the access road that immediately abuts the Coastal Wetlands
AEC. There will be an 8,600 square -foot gravel "turn- around" located 20' north of the boat ramp on
the access road. This will allow for vehicles with trailers to make a U -turn in order to back down to
the boat ramp.
At the waterward end of the access road, there will be a 12' by 15' concrete boat ramp. A supporting
6' wide and 16' long dock is proposed for the northeast side of the boat ramp. This dock will aid in
boat staging during the boat launch process.
At the eastern side of the "turn- around," the proposed marina dock access will begin. The main
access pier will traverse the Coastal Wetlands AEC heading in an easterly direction. It is proposed to
be 6' wide and 70' long. At the waterward terminus of the main access pier, there will be a
perpendicular "T" platform. This proposed fixed platform will be 6' wide and 244' long. It will
utilize eight finger piers and 26 independent tie pilings to support sixteen boat slips. The proposed
finger piers will be 3' wide and 16' long. There will be five 35 -foot slips, six 32 -foot slips, and five

30 -foot boat slips. Each slip will e 14' wide. Thi :~iarinazvill extend approximatcl 100' offshore.

10. Anticipated Impacts:
The marina will not pose a hazard to navigation because it will be less than ;4 of the width of the
waterbody. The marina docks will be greater than 15' from both of the adjacent riparian property
lines. This proposed community marina will usurp 24,400 ft2 of Public Trust Waters. The marina
access pier will shade approximately 60 ft' of Coastal Wetlands. The proposed access road will fill
11,994 ft2 of high ground. The proposed access road and vinyl retaining wall will fill 1,520 square
feet of Section 404 Wetlands. The proposed boat ramp will fill 180 square feet of shallow bottom.
This project area is subject to the Neuse River Riparian Buffer Rules. The proposed access road to
the boat ramp and "turn- around" is within the 50' riparian buffer. It will impact approximately
8,500 square feet of (mostly Zone 2) the riparian buffer.
Water depths within the proposed boat slips are deep enough to prevent scouring of the shallow
bottom habitat. These waters of Lower Broad Creek are classified as a Primary Nursery Area and
there is not any submerged aquatic vegetation present. This area is closed to shellfish harvest and
is classified as SA; HQW, Nutrient Sensitive Waters. There is not a defined Federal Channel in
this area.

Proposed River Run Marina

coastal wetlands, 0.44 acres of 404 wetlands and a linear shoreline o= 319.78 feet (see Sheet 1
of 2). The waters are classified as Primary Nursery a.r_a and are closed to shellfishing.
As shown in Sheet 2 of 2, the marina consists of a pier to a "T" head and a dock 6 feet
wide and 224 feet in length. Water depths at the "T" head are -5.5 feet NWL or greater. There
will be five 35 -foot slips, six 32 -foot slips and five 30 -foot slips. The total marina footprint is
8,582 square feet. A concrete boat ramp (12'x 15') with a boarding platform (6' x 16') will be
located at the southern corner of the site where there is a 20+ foot break in coastal marsh.
Access to the ramp and marina pier will be via a 12 foot wide gravel roadway with an 86
foot diameter turnaround at the ramp. The turnaround will be located mostly within Zone 2 of
the Water Quality Buffer. A 118 foot section of the roadway will impact approximately 1,520
square feet 404 wetlands and is also in Buffer Zone 1. At this location a 6 -inch wide vinyl
retaining wall, 86 feet in length will be positioned between the roadway edge and coastal
wetlands to keep the roadway from sloughing into the marsh (this is not a shoreline protection
measure). This structure will be supported by eight 12' x 12' pilings on the outside. Two
grassed parking areas, outside of Zone 2, will be located off the cul -de -sac and provide 14
spaces. Parking for trailers will be available along the right -of -way of Pier Point Drive.
NOTE: Form MP.1 regarding wetland delineation (MP.1, 4m(iii). Coastal wetlands were flagged
by Brad Connell on March 6, 2012. Jurisdictional delineation for 404 wetlands was recorded in
2008. William Wescott is currently scheduled to re- verify that delineation on August 1, 2012.
NOTE: Form MP.1 regarding copy of deed for the parcel (MP.1, 6). There is not an individual
deed for the parcel according to the Pamlico County Register of Deeds. When the entire 230+
acre subdivision was purchased in 2008, there was a deed issued for the entire tract but not
individual parcels. The parcel is owned by owned by Spratt Roads, LLC as evidenced by the
documents attached to this application: Property Map from the County, showing LLC
ownership and indicating that there is no deed for the parcel; and the most recent (March 13,
2012) Notice of Assessed Value for the parcel indicating LLC ownership.
