Attached to this email is the official withdraw of our previously requested GP 31 and a Notice of Use of a
Nationwide 13/ GC 3885 for B 4652 in Union County
As mentioned in my previous email message on Monday August 6 2012 Hydraulics has discussed the removal
of the gablon mattress on the slope at this site with roadway geotech and the Division The consensus seems to
be that the structure can be replaced without impacting the slope but there are concerns (long term) regarding
the stability and its proximity to the structure
Also attached to this message are the revised drawings which removed the gablon mattress slope protection
Therefore the only impact for this project is the 9 feet for the bank stabilization at the outlet of eastern ditch
This impact will be below the notification threshold of a Nationwide 13 and we will not be requesting written
authorization but are attaching the drawings for your files

The North Carolina Department of Transportation ( NCDOT) has re designed the above referenced project and avoided
the impact requiring excavation at the edge of Lanes Creek Due to this impact avoidance the remaining 9 linear feet of
bank stabilization where a v ditch will enter Lanes Creek can be authorized under a Nationwide 13 As the 9 linear feet
falls below the notification threshold for a Nationwide 13 written authorization is no longer required for this project
The Department hereby withdraws the written authorization request for Section 404 General Permit No 31 and Section
401 Water Quality Certification dated April 13, 2012
This letter also serves as NCDOT s Notice of use of a Nationwide 13 and corresponding Water Quality Certification
