The areas we reviewed were not suitable for preservation due to channel incision, lack of floodplain access, kudzu on the bottom segment, and a lot of sediment /stormwater issues. Anyway, we discussed enhancement activities with DOT, but they are not sure that effective enhancement is possible and /or cost efficient due to difficulties associated with eradicating the kudzu, and with grading and (possibly) needing in- stream structures (saprolite present), They are going to go back and run some numbers and determine if they'll propose enchantment later. We asked them to ensure that any future proposal addresses the lack of floodplain access, invasives, and stormwater /sediment issues. On the lower section with the kudzu, there is a sewer line easement that runs along the stream (approx, 10' away in some locations), then it exits the stream and buffer area with an aerial crossing. If this steam segment is ever approved to serve as compensatory mitigation, DOT would like to install a path, such as a gravel path, over the sewer line easement to help mitigate some of the adverse effects to the historic trail. Theywould also like to see this path constructed upstream in the 30' buffer area, if possible. There is also a power line that crosses the stream. We noted that no credit could be generated in the power line easement. We plan to discuss the potential of the site to work as both section 106 & stream mitigation and serve as part of the Overmountain Victory Trail, If we are able to move forward with it as a stream mitigation site, we will present information a a future Concurrence meeting and offer to plan a flied visit if there is interest. As for distance from Ruth School to the end of potential site and back ... I would say about 2 miles roundtrip but most of that can be walked on pavement,,, depends on how much of the stream everyone wants to see.
