HomeMy WebLinkAboutNC0072729_Fact Sheet_20210310FACT SHEET FOR EXPEDITED PERMIT RENEWALS
This form must be completed by Permit Writers for all expedited permits which do not require
full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc) that can be administratively renewed with minor changes, but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,
instream monitoring, compliance concerns).

Facility Overview:
This facility is 100% domestic waste. This small package plant serves a major visitor use
area on the Blue Ridge Parkway, which includes a 55-unit hotel, a restaurant, and country
store, an employee housing area, a 128-site campground, and a picnic area. There is little
flow during winter months. The design capacity for the system is 0.032 MGD and
consists of the following wastewater treatment components:
➢ Manual bar screen
➢ Dual 8000-gallon flow equalization basins with three 50-gpm pumps each
➢ Dual30-cfm blowers
➢ Dual train package WWTP, with each train containing:
• 19,000-gallon aeration basin
• Clarifier
• 8500-gallon aerated sludge holding tank
> Rotating cloth filter
> UV disinfection
> Effluent flow meter
Compliance:
One enforcement in 2016, none since then. Several limit violations during this permit
cycle, for fecal coliform, BOD5, and DO. Two late reporting violations.
No failures of toxicity tests. Ammonia limits not needed due to tox testing requirement.
The facility was inspected in May 2019 and was found to be operating in compliance.

Dear Sir/Madam:
RECEIVED
SEP 2 9 2020
NCDEQ/DWR/NPDES
This is a formal request for renewal of NPDES discharge permit number NC0072729 for the waste water treatment plant located
at Mt. Pisgah North Carolina on the Blue Ridge Parkway. We are requesting to be able to opeate and discharge from the
existing WWTP. The small package treatment plant at Mt. Pisgah serves a major visitor use area on the Blue Ridge Parkway,
which includes a 55-unit hotel, a restaurant, a country store, and employee housing area, a 128 site Campground and a 50-site
picnic area. Current annual visitation figures are around 290,000. The WWTP discharges seasonally since all the facilities are
closed in the winter. Sewage from the area facilities are collected in a network of sewer lines and transported to the WWTP for
treatment. The permitted capacity of the plant is 32,000 gallons per day. The average flow for the operating season is 16,500
gallons per day. The package treatment plant system is an extended aeration plant. With aeration, clarification and UV
disinfection processes utilizing a 10-micron filter. A sludge thickening basin collects sludge from the treatment process and
further thickens and treats the solids before being pumped out for disposal. The extended aeration package treatment system
produces acceptable effluent quality with low levels of BOD, Total Suspended Solids and ammonia.
The last permit had the effluent limitations and monitoring requirements listed, and one of the parameters is total residual
chlorine 2 per week, grab sample at the efflunet. We are requesting that this be removed due to the fact that UV is used not
clorine for dissinfection. The plant has No Changes from the last issuance of NPDES permit NC0072729.
