Dear Mr. Brown:
Please reference your July 20, 2012 request for two additional modifications to our
July 28, 2010 Department of the Army authorization to the Western Wake Partners (Partners) to
permanently impact 0.82 acres of wetlands and 378 linear feet (If) of stream (2321f of perennial
and 1461f intermittent) in order to construct and operate new wastewater management facilities
including influent conveyance facilities, a new water reclamation facility, and new effluent
conveyance facilities in western Wake County, North Carolina. On June 6, 2012, the Partners
were authorized the first modification to the initial permit to permanently impact an additional 30
linear feet of stream bringing the total permanent impacts of the project to 0.82 acres of wetlands
and 408 linear feet (If) of stream (2421f of perennial and 166 if intermittent).
This modification request is for work along the Beaver Creek Force Main (BCFM) and
the Beaver Creek Gravity Sewer (BCGS). The Partners have requested authorization on the
BCFM for gas and water line crossings of an unnamed tributary to the Wastewater Reclamation
Facility (see Exhibit 16). The water line was described in the original permit application, but not
included in the drawings. The gas line was not described in the original application or depicted in
the construction drawings. The impacts from these lines are temporary and will not require
compensatory mitigation.
According to the request, a 0.0001 acre forested wetland area within the BCGS utility
line easement (see Exhibit WE-0 and Exhibit 3) will be permanently maintained for access and
will not be allowed to be reforested and is considered a permanent impact (0.0001 acre).
Your proposal continues to be consistent with the provisions and conditions of your
Department of the Army permit and is hereby modified to reflect the aforementioned changes. It
is understood that all other conditions of your permit remain applicable and that the expiration
date is December 31, 2015.

Please remember that all work authorized by this permit must be performed in strict
compliance with the attached plans, which are a part of this permit. Any modification to these
plans must be approved by the US Army Corps of Engineers (USACE) prior to implementation.
