Dear Mr. Majewski:

Through coordination with the North Carolina Division of Coastal Management, we have
learned of your request to transfer Department of the Army (DA) permit originally issued to CJL
Partners, Inc. on March 22, 2007 to Sawgrass Point, LLC. This permit authorizes the
construction of a docking facility for the residents of Sawgrass Point, adjacent to Topsail Sound,
in Surf City, Pender County, North Carolina.

The proposal continues to be consistent with the provisions and objectives of general permit
No. 197800056 (enclosed). The permit is hereby transferred. It is understood that all other
conditions of your permit remain applicable and the permit will expire December 31, 2021.
