William Ealdns Page Two PROJECT DESCRIPTION The project site is located at 6436 Quail Run Road, off Greenville Loop Rd., adjacent to the Cedar Island Basin, in Masonboro Sound, in New Hanover County. To locate the property from Oleander Drive (NC Highwayl7), turn onto Greenville Loop Road and travel west approximately 1.5 miles just before Bradley Creek Elementary School. Turn left onto Old Military Road and travel east approximately 0.5 miles until you reach Quail Run Road. Turn right onto Quail Run Road and travel approximately 0. 10 miles south until you reach the property of interest, which will be located on the left. The property consists of approximately 6.5 acres where the applicant currently maintains a single - family residence. The average elevation of the property is approximately 6 feet above normal high water (NHW). Upland vegetation consists of ornamental landscaping, maintained lawn grass and hardwood species consisting primarily of oak trees. The property borders Cedar Island Basin/canal, which is also shared by the adjacent riparian property owners and the residents of Cedar Island directly across the basin to the east from the property of interest. The property has approximately 253 linear feet of shoreline which is stabilized by an existing timber bulkhead. The applicant maintains an existing docking facility into the Cedar Island Basin/canal. The existing pier is approximately 50 feet in length by 4 feet in width, terminating onto a floating dock, measuring approximately 16 feet in length by 8 feet in width, which runs perpendicular to the shoreline. A second floating dock, measuring approximately 20 feet in length by 7 feet width extends from this floating dock towards the south creating an "L- shaped" floating dock system. The application states that existing docking facility accommodates up to three (3) vessels. An existing concrete boat ramp, measuring approximately 10 feet in length by 6 feet in width is located on the north side of the access pier. There is a narrow border of coastal wetlands along the northern side of the boat ramp, measuring approximately 25 feet in length by 6 feet in width, consisting primarily of Smooth Cordgrass (Sp artina altemiflora) (See Sheets 3 and 4 of 4). The New Hanover County /City of Wilmington Land Use Plan Update classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the project area, the waters of Cedar Creek are classified as SA -ORW, by the NC Division of Water Quality, and they are CLOSED to the harvest of shellfish. These waters are designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. PROPOSED PROJECT: The applicant proposes to remove an existing private docking facility and construct a new facility within the same location within the Cedar Island Basin. Once the existing facility is removed, a new fixed pier, measuring approximately 25 feet in length by 6 feet in width would extend from the existing bulkhead towards Cedar Island Basin. The pier would terminate to a new uncovered platform, measuring approximately 12 feet in length by 12 feet in width. The platform would be oriented on the southern side of the access pier creating an "L- shaped" configuration which would be located entirely over open water. Waterward of the platform an access ramp would then lead onto a new floating dock, measuring 40 feet in length by 8 feet in width, which would run parallel to the shoreline and basin. The application states that the proposed docking facility would be located in water depths of approximately -4 feet to -6 feet @ NLW. The application also states that the new configuration would accommodate up to four (4)-vessels (See Sheets 1 and 2 of 4). William Ealdns Page Three 10. ANTICIPATED E" PACTS The construction would incorporate approximately 614 square feet of Estuarine Waters and Public Trust Area, which is essentially usurped by the existing old docking facility. The proposed structures would extend approximately 57 feet into the waterbody, which measures approximately 230 feet across, thus conforming to the %4 width rule. The proposed structures would be located within the applicant's riparian access area and would not encroach into the 15' riparian corridor setback requirements. Minor increases in turbidity should be expected during construction.
