Dear Permittee:
The North Carolina Division of Water. Resources conducted an inspection of the Cedar Creek Site on
8/10/2018. This inspection was conducted to verify that the facility is operating in compliance with the
-conditions and limitations specified in NPDES WW Permit No. NC0003719. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report". .
Comments
•At the time of the inspection the WWTP was having trouble with the secondary clarifier and. it was
out of service. The WWTP had rented two smaller "portable clarifiers" and was able to store water
within their treatment system by adjusting levels in tanks. The Fayetteville Regional Office was not
notified of this until the inspection of the WWTP was scheduled. Failure to notify the Division of
Water Resources of equipment failure is a violation of the facility's NPDES permit. .

9.. Noncompliance Notification
b. Any process unit failure, due to known or unknown reasons, that render the facility incapable of
adequate wastewater treatment such as mechanical or electrical failures of pumps, aerators, compressors,
etc.
Persons reporting such occurrences by telephone shall also file a written report within 5 days following first
knowledge of the occurrence.
