Box 339 Valdese, NC 28690 Dear Mr. Morse: March 23, 1983 SUBJECT: Permit No. NC 0041696 Authorization to Construct Town of Valdese Composting Facilities for Lake Rhodhiss WWTP 1•:1JA Project No. C370396-06 The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of composting facilities to consist of two acres of paved area for drying of sludge, drainage pipes to return excess -liquids back into the treatment system, fifteen blower stations, and a shelter for housing of the composting equipment. The Permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a State certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% completed. This Authorization to Construct is issued in accordance with Part Iwo, Paragraph C of NPDES Permit No. NC 0041696 issued November 30, 1978, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications,supporting documents, and are in compliance with the conditions and limitations specified in Permit No. NC 0041696. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA) , and two (2) sets to the CoLps of Engineers. P. 0. P. toxicity and sludge analysis must be made, and subsequent approval of sludge obtained from the Division of Health Services, Solid Waste Management Branch prior to the disposal of any sludge from the new composting facilities. In addition, selling or free distributing of wet, dried, composted sludge or sludge -like material without a permit for each disposal site from this Division, is illegal.
