Westside Wastewater Treatment Facility

The final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of an influent lift station with 2 screw pumps at 8,611
gpm each, one manual and one mechanical bar screen, dual aerated grit
removal units, influent flow measuring, two new primary clarifiers, a
biological filter utilizing the existing trickling filter structure,
recirculation pump station with 3 pumps at 10,750 gpm each, three
aeration basins, two final clarifiers and sludge recycle pump station,
effluent polishing filters, chlorine disinfection facilities, dissolved
air flotation sludge thickeners, thickened sludge pumps, one new anaerobic
sludge digester, modifications to the existing anaerobic sludge digester,
two sludge recirculation pumps at 550 gpm each, an energy recovery
system, belt filter sludge press, pH control facilities, effluent
water reuse facilities, modifications to the existing elevated water
storage tank, an administration/laboratory building, instrumentation
and control equipment, and standby power equipment.
Do not proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification has been reviewed, and
you are in receipt of our approval, if Federal Funding is desired for
project construction.
The Permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a State certificate of the
grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of the facili-
ties is 50% completed.

This Authorization to Construct is issued in accordance with Part 3
paragraph C of NPDES Permit No. NC0024228 issued June 18, 1979,
and shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications, support-
ing documents, and are in compliance with the conditions and limitations
specified in Permit No. NC0024228.
During the construction of the proposed additions/modifications, the
Permittee shall continue to properly maintain and operate the existing
wastewater treatment facilities at all times; and in such manner as
necessary to comply with the effluent limits specified in the NPDES Permit.
It is proposed to abandon one of the existing sludge holding lagoons
and pump this stored sludge to the two existing sludge holding lagoons
which will be retained. The Grantee must have a current non -discharge
permit for both of the retained lagoons prior to adding any sludge to
them from the sludge holding lagoon which is proposed to be abandoned.
All sludge must be properly stabilized before it is removed from
the WWTP site.
The selling or free distribution of wet, dried, composted sludge or
sludge like materials from wastewater facilities without prior review and
approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be forwarded
to you, one (1) set to the Environmental Protection Agency (EPA), and two
(2) sets to the Corps of Engineers.
