PROJECT SUMMARY: The applicant proposes to construct a campground (including amenities), ten -slip docking facility and kayak launch. Mr. Maynard — Point Harbor Campground Page Two 9. PROJECT DESCRIPTION: The project site is located at the terminal end of Harbor Point Road, adjacent to Turkey Creek, in Sneads Ferry, Onslow County. To get to the site from Wilmington, take NC Highway 17 north toward Jacksonville. Turn right onto Old Folkstone Road (approximately 28 miles from Wilmington) and continue approximately 2.5 miles. Turn right onto Turkey Point Road and travel approximately 1.7 miles. Bear left onto Harbor Point Road, at the intersection of Turkey Point Road and Harbor Point Road, and continue until you come to a brick monument and gate. The gate is locked and I recommend you contact the applicant's consultant (Applied Resource Mgt., Ellen Comette at (910) 270 -2919) to gain access to the property. Once past the gate, the property will be located on the right hand side of Harbor Point Road. The entire tract is approximately 25.7 acres and consists of two properties with a combined shoreline length of approximately 1,750 linear feet. Cumulatively, the two properties total more than 65 acres, however; the applicant is only proposing to develop approximately 25 acres at this time. Currently, the property is void of any man-made structures with exception of the driveways, walkways and utilities that were installed years ago when this area was being developed as a residential neighborhood. Vegetation on the property consists of lawn grasses, ornamental landscaping, shrubs, and some mature hardwoods (predominantly Live Oaks). Site elevations range from 7 to 11' above Normal High Water (NHW). With regard to Coastal and "404" type wetlands, the project site has a wide span of both wetland classes along the southern, western and eastern shoreline. Species such as Wax Myrtle (A orella cerifera), Grounsel -bush (Baccharus halimi olia), Marsh -elder (Iva frutescens) and Goldenrod (Solidago canadensis) are located along the upper edge of marsh and high elevation wetlands such as Salt Meadow Grass (Spartina patens) and Spike Grass (Distichlis spicata) transition down to Black Needle Rush (Juncus roemarianus), Sea Lavender (Limonium, spp), Salt Meadow Grass (Spartina patens) and Smooth Cordgrass (Spartina Alterniora). For the most part, the southern shoreline borders a vast marsh flat that is broken apart by finger creeks or "mosquito ditches ". Further south, along the outer edge of the marsh flat (commonly referred to as "Kings Bay "), there is a 25' — 50' wide channel where the applicant is proposing to construct the transient docking facility. Additionally, there is a narrow feeder creek located along the eastern side of the peninsula (where the transient dock would originate) and the applicant is proposing to construct a canoe/kayak launch near the mouth of that creek. It should be noted that Michael Midgett, under Shellfish Lease agreement #363, leases a 4.61 acre area immediately adjacent to the proposed docking facility (towards the south and west). The applicant has been advised there is an active lease in the area and as a result, he (the applicant) has modified his pier /dock proposal to accommodate safe passage and unobstructed use of the area by the lease holder. The NC Division of Water Quality has classified the waters of the AIWW, in the vicinity of the project, as SA -ORW. The NC Division of Marine Fisheries has designated this area of Stump Sound as Primary Nursery Area (PNA) and the waters adjacent to the proposed project are OPEN to the harvesting of shell fishing. According to the Onslow County Land Use Plan (LUP), the high ground portion of this property is classified as Developed and the waters and marsh are classified as Conservation. PROPOSED PROJECT: The applicant is requesting authorization to construct a campground (with amenities), docking facility and canoe/kayak launch. According to the application package, the proposed project would include development of the Point Harbor Campground. Point Harbor Campground would provide approximately 80 camping/RV spaces for recreational vehicles /campers. As proposed, each site would be provided water, sewer (water provided by Onslow Co. and Sanitary Sewer by on -site system(s)) and electrical. In addition to the camp sites, the facility would also include an office building, camp store, swimming pool, day dock and canoe/kayak launch. As noted in the application package, the facility would be for semi - permanent and transient campers with no permanent mobile homes. Mr. Maynard — Point Harbor Campground Page Three As mentioned in the Project Description Section, the campground already has infrastructure and utilities (with the exception of sewer authorization). As planned, the remaining infrastructure and upland development would occur approximately 200' — 900' from the Normal High Water (NHW) line. With exception of the office building, camp store and swimming pool, all other high ground development would be limited to that necessary to set up a camper /recreational vehicle (i.e. parking area, pad, water, sewer and electrical). Overall, approximately 4.14 acres (180,653 sq. ft.) of high ground would be disturbed for completion of the project (mostly setup at each camp station). As proposed, this equates to 3.7 camp sites per acre with a total built upon area (BUA) of 25% or less. Currently, the applicant is in the process of modifying State Stormwater Permit # SW8990114, to allow up to 25% BUA within the project area. The reason for this modification is that the original SW permit authorized residential development and not a Campground/RV park. Please refer to Figures 3, 4, 5 and 6 (and associated sheets) for detailed information of the campground design and layout. As proposed, the pier /walkway leading to the docking facility and canoe/kayak launch, would originate at the terminus of the existing 6' wide paved walkway located between campsites S -1 and S -19 (end of Hatteras Road). From its origination, the 6' wide pier would span approximately 300' toward the south, crossing both high ground and Coastal Wetlands (primarily high marsh species). The pier structure would terminate in a 16' x 16' platform (referred to in the application package as an "overlook "), which would be located atop of high ground, at the far southern end of the high ground peninsula. The proposed 8' x 200' fixed docking facility would begin along the western side of the overlook and extend approximately 200' towards the west. As proposed, the dock would consist of a flat 6' x 200' elevated dock with a 2' step -down along the southern edge. Based on information provided by the applicant, the total length of dock would allow transient dockage for up to ten (10) vessels. According to the applicant's drawings, the lowest step along the dock would be elevated approximately 1.5' above the NHW level, thereby, allowing access to moored vessels. Please refer to Figures 8, 9, 10 and 11 (and associated sheets) for detailed information of the proposed pier /platform, docking facility and kayak launch. As previously indicated, the pier /dock has been elevated to eliminate any concerns regarding access to the existing shellfish lease. Based on the applicant's design, the lease holder or general public, could access the area behind the dock, either by going beneath the structure, or by going around it. The applicant has been able to achieve this while staying out of the channel and within the 25% width of waterbody limitation. Existing water depths along the outer edge of the proposed dock range from -2.0 to -3.0', relative to Normal Low Water (NLW). In addition to the proposed transient dock, the applicant is also proposing to install a canoe/kayak launch. As proposed, the canoe/kayak launch would originate along the terminal end of the pier, just landward of the overlook. A short access pier (6' x 30') leading to the kayak launch would span toward the east, and cross a narrow portion of Coastal Wetlands (predominantly Spartina Alterniora and approximately 12' in width) before terminating at an "L" shaped launch ramp. As designed, the ramp would be fixed and located approximately P -2' above the elevation of NHW. Because water depths in the area of the proposed launch average a meager -1.5', relative to NLW, usage would be strictly limited to canoes and/or kayaks. To date, the applicant has received authorization and/or permits for development activities on the subject property from the NC Division of Water Quality's Stormwater Section (SW8990114) and the NC Division of Land Resources, Land Quality Section (Onslo- 2012 -091). 10. ANTICIPATED IMPACTS The proposed project would result in the grading and/or disturbance of approximately 180,653 sq. ft. of high ground. Approximately 1,720 sq. ft. of public trust waters would be incorporated as a result of the proposed pier /dock and kayak construction. Approximately 660 sq. ft. of Coastal Wetlands would be shaded as a result of the proposed pier construction. As proposed, the applicant would avoid any impacts to either "404" type or Coastal Wetlands, with the exception of driving pilings. The proposed project would be located within 25% of the width of the waterbody and would be located landward of the near shore edge of the adjacent channel. Date: July 30, 2012 Office: Wilmington POINTE HARBOR CAMP GROUND NARRATIVE 2012 CAMA MAJOR MULTI - AGENCY MEETING NCDENR The project site consists of approximately 25.7 acres (Both tracts contain approximately 65 acres) of grassed uplands with forested areas along the western side of the property. The site contains approximately 1. 17 acres of 404 and Coastal wetlands. The forested areas typically occur along the waters edge or within the wetlands. The project site is located at the end of Harbor Point Road in Onslow. County, North Carolina. The purpose of the project is to develop the property into a campground facility that will provide camping /RV sites. The sites will provide water /sewer and electric hook ups for the patrons who will visit the campground. There will be an office building with a camp store and swimming pool for the campers to utilize with addiditonal recreation areas through out the campground. As part of this permit application a deck to a fishing dock is proposed along with a piled dock for day docking for loading and unloading boaters who are patrons of the campground. Also, there is a kayak launch proposed to be installed and used by the patrons of the campground. The site will have restricted access through a gated access for entry. Sites will be prepared to allow for semi - premanent and transient campers and patrons. The project site is separated on to two tracts of land. The first phase is currently platted with the Onslow County Tax Office as individual residential lots. These lots will be recombined into one tract to be developed as the Pointe Harbor Campground. There is a second tract to the north that is tentatively proposed to be the second phase of the project. However, there are no development plans for this area at this time. The campers will have access to this areas as a recreational area and is currently a shooting range and open space. The first phase will utilize roads and storm water plan that were developed for the previous development with a few modification. The modifications are in process and are to be submitted in the near future. No additional NCDENR permits are to'be applied for other than the Storm Water and the CAMA Major permits. The wastewater will be supplied by on -site systems or small cluster systems on the project site itself. Potable water will be supplied by ONWASA. All other permits required, will be applied for through Onslow County.
