Finger pier around outside of boathouse (G) Estimated Annual Rate of Erosion N/A Source — N/A 7 HABITAT DESCRIPTION [AREA square feet (so] DREDGED FILLED OTHER (D) Total Area Disturbed 300 (E) Primary Nursery Area No (F) Water Classification SC Open to Shellfishing No John and Carl Anderson Field Investigation Report Page 2 8 PROJECT SUMMARY The applicant who is wheelchair bound proposes to install a finger pier around an existing boathouse to gain access to both sides of the boathouse Project Setting The site of the proposed development is located ± 75 miles south of the NC/VA state line at 261 Knotts Island Road (SR #1255) Knotts Island Curntuck County and is adjacent to Capps Creek The property is ±20 acres in size and has a natural shoreline that is ±700 in length and vegetated with coastal wetland plant species consisting of black needlerush (Juncus reomenanus) bulrush (Scirpus spp ) salt meadow hay (Spartrna patens) and giant cordgrass (Spar ina cynosuroides) Common reed (Phragmites austrahs) has infiltrated the wetlands and is overtaking it The coastal wetlands transition to USACE 404 - wetland plant species as you move to the interior of the property A canal also runs along the southern property line extending ±400 from Capps Creek A ±500 x6 walkway spans the wetland areas and extends into Capps Creek ±70 where it meets a 20 x16 platform On the north side of the main platform is a 20 x6 lowered platform that has a two piling boatlift To gain wheel chair access to the lower platform a gradually lowering 10 x4 finger pier extends from the pier in a northerly direction and connects to an enlarged area that is 6 x6 Another 10 x4 finger pier extends from this small platform area in an easterly direction to the west side of the lowered platform It should be noted that this configuration has encapsulated a 10 x10 area of open water On the southern side of the main platform is a 28 x15 boathouse Permits issued in relation to the docking facility include GP #39954A issued on 11/7/2004 GP #44425A (reissue of GP #39954A) issued on 2/27/2006 and GP#45318A (reissue of GP#44425A) issued on 6/2/2006 Also NOV #11 18A was issued for the unauthorized installation of the boatlift and construction of the finger piers to the lower platform The highground area contains a single - family dwelling garage pond and a driveway A large portion of the highground is used for agricultural purposes Elevations range from 0 ft at NWL and gradually slope up to ±12 ft within the western area of the property Based on available information there appears to be no archaeological sites on this property or nearby The adjacent property to the north is similar in nature and use but does not have a docking facility The adjacent property to the south has a single -
