RA Dear Mr. McMillan: Enclosed for your review and records for the above referenced project is one set of design drawings that show the additional sanitary sewer extension. We previously submitted a Preconstruction Notification for the initial phase which involved multiple stream crossings and was granted 401 Water Quality Certification with Additional Conditions. The date of this approval was January 13, 2006. This work will consist of extending an 8-inch gravity sewer approximately 1,500 linear feet to abandon the existing private pump station that serves the Crosspointe Shopping Center and to serve out parcels that are proposed to be developed. Please note a portion of this proposed project (Station 0+00 to Station 3+07) was previously approved on January 13, 2006 as part of the City of Reidsville North End Sanitary Sewer Improvements. Because of budgetary limitations, this portion was postponed; however, recent participation by a land development company and expected funding from the North Carolina Rural Economic Development Center Inc., the City of Reidsville is planning on constructing the previously approved portion as well as an additional 1,150 linear feet of sewer to serve the proposed out parcels. The additional work is anticipated to disturb not more than 1 acre of land as shown and delineated on the plans. The Division of Land Resources - Land Quality Section has been notified. The work will require a stream crossing (buried crossing) as shown on Sheet C-3. Therefore, work within 15 feet of the stream is unavoidable. The stream is an unnamed tributary to Wolf island, which is located in the Roanoke River Basin. The crossing will be conducted under dry conditions and meet conditions stipulated in the approval dated January 13, 2006 and Water Quality Certification Number 3374. 3101 John Humphries Wynd Raleigh, NC 27612 Tel. 919.782.0395 Fax 919.782.9672 www.wkdickson.com r, We believe this project is exempt from any preconstruction notification or request for water quality certification since it is well below the threshold of 150 linear feet of stream impact and meets the approval for the conditions set forth in your division's original approval of the initial phase of this work. We trust our notice is both beneficial and well received by your agency. Please advise if you need any additional information. Sincerely, W.K. Dickson &??ACo., Inc. f?4 W -Pk Mark W.
