This request is based on the following reasons. Recently,one of the wastewater plant crew discovered a hole in the return sludge pipe. As a temporary fix,the Town purchased three-60 gpm pumps($4,579)which were installed to return sludge from the clarifier to the aeration basin. To correct this problem,the Town has approved a purchase order for $8,180 for Environmental Inc.to repair the existing return sludge line. The total cost to the Town for this project will be$12,759. We hope this work will be completed by May 1,2021. At this time,McGill Associates is working on a Preliminary Engineering report to begin Phase I of a project to replace outdated and insufficient lines to correct the inflow and infiltration issues we are having in our system. Phase II will be to rehabilitate our wastewater plant which is old and has a lot of unexpected annual repairs. The plant also has a hard time operating efficiently due to the age of the plant and equipment. The Town could really use the civil penalty money to pay for the repair of the sludge pipe($12,759)as well as;to meet our loan and match for the Phase I and Phase II projects through Appalachian Regional Commission(ARC)funding and United States Department of Agriculture(USDA)funding.
