3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The project area consists of a portion of the City Lake Park parcel (Guilford County
PIN: 7822151707) owned by the City of High Point, totaling approximately 1.12
acres. It is located mostly north of W. Main Street and on the east side of Penny
Road and spans High Point Lake. The project area is located within City Lake Park
and the associated land use is for recreational use. Land use adjacent to the
project area includes forested areas, residential use, and developed portions of City
Lake Park, including an outdoor swimming pool with waterslide, a large pool house,
several acres of maintained herbaceous vegetation, paved parking lots, a
playground, and several picnic shelters and buildings. The project area consists of
deciduous hardwood forest near the unmaintained lake edge.

City of High Point proposes to construct a greenway trail at City Lake Park. The
proposed greenway would connect Bicentennial Greenway from the north side of
the lake at Penny Road across the lake to City Lake Park via a boardwalk. The
boardwalk supports are designed to be place outside of the lake edge. The
greenway is designed to be 10-feet-wide with two -foot -wide shoulders.

On 2/17/2021, Heaven Manning with McAdams conducted a delineation of
jurisdictional waters within the project area and determined the absence of
jurisdictional wetlands. Section 404/401 permits and a jurisdictional determination
are not required for the proposed project. See attached delineation map (Figure 5)
and upland data form.
D. Impact Justification and Mitigation
1. Avoidance and Minimization

The project was designed to minimize proposed impacts to the greatest extent
possible. The greenway's boardwalk supports are designed to be place outside of
the lake edge, thus avoiding impacts to High Point Lake.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
An Erosion and Sediment Control and Access Plan for the project will be developed
and approved by the City of High Point, and the project will comply with the
supplementary NPDES Construction Stormwater Permit (NCG010000).
