A written request was received in this office dated August 28, 2001 from the Town of White
Lake to waive the composite sampling requirement for the Influent and Effluent sampling that is
required in the NPDES permit. This office has reviewed the request with the following conclusion.
Administrative Code Section: 15A NCAC 2B .0505-(c)(3)(B) states in part: "Samples, of the
influent and effluent of the water pollution control facility or other point source shall be
composite samples, except as provided in Rule .0505(c)(3)(C) of this Section, or for facilities
with design flows of 30,000 gallons per day or less unless required by the Director". In keeping
with the terms and conditions set forth in your. NPDES permit and in an attempt to be consistent with
other facilities we ask that the Town of White Lake to begin utilizing composite samples for both
Influent and Effluent sampling as soon as possible but in no case later than December 31, 2002.
We feel that by giving the Town this length of time the Town should be able to budget monies
necessary to purchase appropriate sampling equipment to meet NPDES permit requirements If you
