SUBJECT: Letter of Support: Planning Grant Application
Towns of Elizabethtown and White Lake
Bladen County
Dear Ms Cubeta:
This letter is offered in support of a planning grant application for the Towns of Elizabethtown and White Lake
located in Bladen County.
It is my understanding that the Town of Elizabethtown is requesting funding to conduct, in part, a study of the
current wastewater treatment facilities (WWTF). As you may know the WWTF has both older and newer
components and should be thoroughly evaluated to determine the appropriate scope of work for rehabilitation
and or modification of existing facilities. Need for such work is supported by 'a review of Division of Water
Quality data that revealed there has been twenty months since April 2005 that there have been violations of
• NPDES permit limits as well as onsite observations I have made over the last year. This study will allow for a
planned approach of needed work to establish predictable compliance and to establish if the facility can accept
'the Town of White Lake wastewater as part of a regional concept.
Currently the Town of White Lake utilizes a primary treatment process only (lagoon system). This system
provides the lowest level of treatment for municipal wastewater and has little to no process flexibility to meet
. compliance limits. Similar to. the review noted above an evaluation of effluent data for White Lake revealed that
there has been thirteen months since April 2005 that there have been violations of NPDES permit limits. While
the White Lake WWTF discharges into Colley Creek, classified Swamp Waters that creek eventually drains into
Outstanding Resource Waters (ORW) of the Black River. This is noteworthy when considering the value added
benefits of regionalization and directing funding sources toward long term plans for water quality protection.
