That is correct, both Long Point and Great Island fall under active consistencies and therefore
are authorized to go under DCM standards and conditions

As requested below, attached are the permit drawings for the proposed dredging of the Harkers
Island boat basin at Cape Lookout National Seashore
Also attached are the PCN s for the maintenance dredging of the Great Island boat basin on
South Core Banks and the Long Point boat basin on North Core Banks As a result of the
meeting that was held at Cape Lookout on Monday, June 11, it is our understanding that we are
good to go with the dredging of the Long Point and Great Island basin s since the consistency
determination has been met with the NC Division of Coastal Management We do understand
that It Is our responsibility to ensure that SAV s are not impacted by NPS maintenance dredging
activities

Thanks for the PCN for the maintenance dredging of the Park s existing basin at Harkers
Island
We also need some permit drawings (8 112 x 10 or 11 x 17) of the basin showing area to
be dredged, existing depths, previously authorized and /or depths of dredging, cross - sections of
proposed dredge area, vicinity map, and general layout of basin including the existing boat
ramp Also, the PCN should address the presence of SAV s Based on our meeting last week,
its my understanding the area within the basin does not contain SAV s
I have attached a copy of NWP35 and NWP16 Please review the NWP35 'Regional
conditions (on pages 19 -26) to ensure these conditions are met, particularly with respect to SAV
and shellfish
Regarding the proposed maintenance dredging of the ferry boat basins at Great Island, on
South Core Banks, and Long Point, on North Core Banks, the regional conditions of NWP35
require submittal of a PCN for these activities, please provide separate PCN for each area with a
copy to the NCDWQ A survey of SAV of the channel In these areas Is recommended for each
area, prior to dredging and the mobilization of dredge equipment since SAV is prevalent in the
project areas This is consistent to what we did with Long Point Basin following Hurricane Irene
last year
Please note that It is the responsibility of the NPS that SAV's are not Impacted by NPS
maintenance dredging activities The NPS may wish to consider conducting repeated SAV
surveys (say annually) of Its channels to document the presence (or lack of presence) of SAV
This is Just a suggestion given the longterm dredging needs of the NPS We d be glad to review
and coordinate any SAV data that you collect, if provided

Cape Lookout National Seashore is proposing to dredge less than 1000 cubic yards of material
from the boat basin at the park headquarters building at Harkers Island If this project is
approved, the dredged material will be placed in an upland site (previously disturb lands) within
the 90+ acre NPS administrative site on Harkers Island I have attached a pre construction
notification form and requesting that this project be reviewed for approval of a general permit to
conduct the dredging Should there be other agencies that need to be contacted please let me
know
Also as a follow up to our meeting on Monday, June 11, I would also like to officially notify you
that Cape Lookout National Seashore plans to conduct maintenance dredging of the ferry boat
basins at Great Island, on South Core Banks, and Long Point, on North Core Banks The Division
of Coastal Management has determined that maintenance dredging of these two boat basins is
consistent with the Coastal Management Act based on previous consistency determinations
