Attached are revised permit drawings for the sewer crossing that includes the small wetland that was claimed during our
site review. That wetland will incur 0.038ac (556 sf) of temporary impact from the sewer crossing. Below is a
description of the crossing construction as provided by the engineer. I hope this information is sufficient for ACOE and
DWR to resume the review of the application. Let me know if you have any questions or need further information.
The 10" aerial sanitary sewer will be placed on piers of zone 1 and zone 2 of the riparian buffer. The
construction of the aerial sewer will consist of clearing the 50' wide temporary easement, of which 30' is a
permanent easement centered on the sewer. Next, the footings for the 3 piers in the buffer zone will be
excavated and the footings poured. The footings are 3' in length, 4' in width and 1' thick, so the amount
of excavation for each footing is minimal. The piers will be formed and poured. Each pier has a
dimension perpendicular to the stream of 1 foot. The dimension parallel to the stream is 2 feet. Lastly,
the mechanical joint 10" diameter ductile iron pipe will be placed on the piers.
Josh, we are preparing the buffer authorization request and should have that to you next week.

Hi Jeff,
At the site visit we also discussed that you would provide some construction details regarding the sewer crossing. I will
place the application on hold until we receive that and until you confirm whether there will be any additional impacts to
the small wetland adjacent to the crossing location.
I'm attaching a stream determination letter and copying Josh Johnson for local government documenting the buffer
determination I made on Stream SC.

I have attached the updated PJD document to include the minor changes from last week. Thanks again for a productive
and efficient site visit. I have asked the engineer to look at the small wetland we added near the crossing to see if it
would be affected. If so, I will send an updated permit drawing and any impact data. Please let me know if you have

The Agent Authorization Form specifies tracts 152456 and 152443. The access you propose would traverse 152472. We
are glad to first meet where you propose, but unless the form can be updated, Casey and I will wait by the vehicles until
we can relocate to the cul-de-sac on Atlas Drive. We'll view the crossing from 152456.
We have another site visit after this and are eyeing the weather tomorrow. We're also interested in being as expedient
as possible tomorrow.

I would recommend that we initially meet at the following coordinates: 36.0544,-79.3430
This will get us to the sewer crossing location much faster and from there we can see the other few items that were
delineation. This is also land is owned by the Scotts and we have permission through the agent authorization.
Then if you wanted to g arou8nd to the other side then we can. I only have 3 hours tops to be onsite tomorrow so we
need to make it as efficient as possible. See you all at 10am

I'm writing to confirm tomorrow's site visit at 10 am for Riley's Meadow, and to firm up a meeting location. It appears
the cul-de-sac immediately west of the site provides the most direct access (36.049041-79.347902). Does this sound like
a good spot to meet, or did you have somewhere else in mind Jeff? If this has already been shared, my apologies for the
oversight.
They're calling for rain, but through the morning and early afternoon the amounts are very low (0.03 in./hr).

We did not request a determination from Sue and just submitted the PCN for the 401 WQC. The soils map makes it
extremely hard to ID mapped features as you can see. The main stream along the north boundary is buffered and the
mapped feature along the east side has an origin point just inside the site. We will look at it with Sue next week
Sue, I do think the original soil map I sent with the PCN is incorrect. This one should be accurate

We can (and will) accept Sue's field determination or you can coordinate directly with us on the field work. I've

complete the attached authorization application and include with it the appropriate exhibits and the field
determination from Sue.

On another note, the Jordan Lake Riparian Buffer rules are delegated to the local municipalities to implement, therefore
my review and final decision will not include the impacts you listed on the PCN for the riparian buffers. Those will have
to be applied for and approved by the Town. I'm copying Josh Johnson with Alley, Williams, Carmen and King who is
contracted by the Town to handle their buffer program. See you in a couple weeks.

You are correct that a PJD doesn't have to be issued to secure a permit, but in my system I first have to identify a feature
as subject to 404 before I can authorize impacts to it. All stream lengths/widths/permanence/names and wetland
areas/types/etc. need to be recorded. If an application was prepared, please send it along so I can establish my
jurisdiction to issue a permit.
It sounds like the 11t" of February is a common date — lets aim for 10am?

I am open the 11t". The delineation was straight forward with no problem areas. Therefore I didn't submit a PJD
request since its not a requirement for the application. The one main stream is the only mapped and buffered feature
that we encountered onsite. No features that we are asking for a buffer exemption on. Let me know what time and
we'll set it up.

You mention in the application that areas have been delineated but no verification has been performed. I looked
through my files but I don't see an application pending for this site. Has one been submitted (I've only had Alamance
County for about a year so it's possible I need to retrieve that from someone else)?
I'd like to set up a site visit for this if possible. At the moment I have February 5, 10, and 11 open. I have cc'd Sue
Homewood to check her availability as well. The local governments often request a staff member participate due to
their riparian buffer program (as an FYI).
