This inspection was conducted as part of a cooperative working agreement between Mecklenburg County and the Division of Water Quality. The enclosed report should be self-explanatory. This inspection report is issued as a Notice of Violation because the permit requires dual submersible pumps and that the facilities should be properly operated and maintained at all times. It is requested that a written response be submitted to this office by April 25, 2008 addressing the corrective actions for this violation. Included with this letter is a copy of the permit issued for this facility and a copy of the 0400 regulations for system -wide permitting, these regulations became effective September 1, 2006. Please pay particular attention to 15A NCAC 02T.0403 for the minimum requirements of a deemed permitted collection system. During the next inspection the owner or operator will be required to provide for review the information stated in 15A NCAC 02T.0403. Please review this information and make note that any spills are to be reported to the Mooresville Regional Office. The lift station is required to be inspected once per week and the inspection records kept in a log book on site. Signage should be updated to include a lift station identifier. The wastewater is treated and discharged at the CMU McDowell Creek Wastewater Treatment plant, under NPDES permit NC0036277. The inspector met with Mr. Don Martin of Parks and Recreation for the inspection. The operator visits the site approximately every two to three weeks. During this inspection the alarms, pumps and dialer are checked for proper operation. Check valves are greased approximately once a year. Spare parts are readily available if needed. A map of the collection system was not available during the inspection. All components of the pump station appeared to be operating properly at the time of the inspection. The operator indicated that the generator was recently serviced in March 2003. _ The following general deficiencies were noted at the pump station: • A 24 hour notification sign was not present. Grease is cleaned from floats and the wet well walls every 90 days. Check valves are greased approximately once a year. Pumps are never pulled for maintenance unless a malfunction occurs. All components of the pump station appeared to be operating properly at the time of the inspection, except for the following: • When tested, the visible high water alarm did not function. Since the station is located within a fenced area, this alarm would not be useful in case of a malfunction. An audible alarm is not present at the station. The station should be equipped with audible and visible high water alarms. • At the time of the inspection, the main power switch was discovered in the OFF position. Additionally, the following general deficiencies were noted at the pump station: • A 24 hour notification sign was not present. • The generator fuel tank was only '/4 full. It is recommended that an auto dialer be installed as a high water level precaution and power failure precaution. It is also recommended that lightning and power serge protection be installed. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater collection facilities. 13. Noncompliance Notification: The Permittee shall report by telephone to the Mooresville Regional Office, telephone no. 704/663-1699 as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of either of the following: a. A map of the sewer system shall be developed and shall be actively maintained. c. An operation and maintenance plan shall be developed and implemented. d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e. 365 days per year). Pump stations that are connected to a telemetry system shall be inspected at least once per week. e. High -priority sewer lines shall be inspected at least once per every six-month period of time. f. A general observation of the entire sewer system shall be conducted at least once per year. g. Inspection and maintenance records shall be maintained for a period of at least three years. h. Overflows and bypasses shallbe reported to the appropriate Division regional office in accordance with 15A NCAC 2B .0506(a), and public notice shall be provided as required by North. Carolina General Statute §143-215.1 C. 1 4. This permit shall not be transferable.
