PNG proposes to retrofit Line 2 to be efficiently assessed through In -
Line Inspection (ILI). ILI assessment of transmission pipeline assets is
part of Piedmont Natural Gas's Transmission Integrity Management
Program standards and practices.
PNG determined that an existing fitting was impacting their ability to
perform ILI tool inspections for the pipeline specifically at the Line 2
Segment 2 Issue 3 site. The project will consist of removing the wall
thickness transition piece and replacing it with a new one that
conforms with current PNG standards. An outage of the pipeline to
perform the work will not be feasible due to the current gas flow
demands. Therefore, a stopple system with a bypass will be installed
around the faulty fitting to allow for continued gas flow during
replacement. Stopple fittings will be installed on the pipeline
approximately 10-feet in either direction. Access to the site will
require temporary driveways, a turnaround, and matting which will
result in unavoidable impacts to a jurisdictional wetland features.
According to General Water Quality Certification No. 4133, these
activities not require written authorization or approval from the
NCDWR. This is a for the record only submittal to comply with the
electronic Pre -Construction Notification Required for the USACE 404
Nationwide 12 authorization.
