PROJECT SUMMARY: Applicants propose to perform maintenance excavation within an existing channel in Taylor's Creek. FIELD INVESTIGATION REPORT: Piner, Piner, and Wade PAGE #2 9. NARRATIVE DESCRIPTION: The project site is an existing channel in Taylor's Creek, within the town limits of Beaufort, NC. This channel is separated from Taylor's Creek proper by three small marsh islands. Along the west side is a privately owned rock groin that was constructed prior to the CAMA. There is a fringe of coastal marsh adjacent to the length of the channel, abutting the high ground. Front Street extends between this stretch of high ground and the 3 residences owned by the applicants. Taylor's Creek is not designated as Primary Nursery Area by the Division of Marine Fisheries. The creek carries a water quality classification of SC, and is closed to the taking of shellfish for consumption. The federal channel extends through Taylor's Creek, with a project depth of 15'. The land use classification for the project is Conservation, due to its location within a CAMA AEC. The applicant's agent has stated that this channel was excavated prior to the CAMA, and the 1978 aerial photography confirms this. Although there is no specific recollection that there has been maintenance excavation performed, the channel has remained relatively well defined through the years. In recent years, the mouth of the channel on the west side has shoaled, presenting difficulties of ingress and egress. Consequently, the current proposal is to excavate from the mouth of the channel for a distance of approximately 522'. Specifically, the applicants propose to excavate for 522' in length, for a width of 25'. There is a 72' stretch toward the east end that is wider currently, and is proposed for a width of 40'. Current soundings range from +2' nlw to -1' nlw, with an average current depth of -5 nlw. The proposal is to excavate to a finished depth of -4' nlw, by hydraulic clambucket. Connecting water depths immediately adjacent to the terminus of the project are -5' nlw, quickly dropping to the Corps project depth of -15' nlw. The applicant has approximated 1435 cubic yards of material to be removed from the project area. Based on submitted soundings, which appear from field investigation to be accurate, this number is closer to 1800 cubic yards. The bottom is sandy toward the mouth, and siltier inside the mouth of the channel. The proposal is to place the spoil on the adjacent high ground area, within a designated 24,000 area. The spoil is to be contained by silt fencing. 10. ANTICIPATED IMPACTS: As proposed, the project will displace approximately 14, 130 square feet of shallow bottom area, for a removal of approximately 1800 cubic yards of silt/sand material. The project should increase navigation and circulation in the area behind the marsh islands. Spoil placement should cause a temporary disruption of approximately 24,000 square feet of high ground within the estuarine shoreline. Silt fencing should be sufficient to contain the material after being removed by hydraulic clambucket, as long as it is maintained properly. Turbidity impacts can be expected during excavation. T. PROJECT SUMMARY: Applicants propose to perform maintenance excavation within an existing channel in Taylor's Creek. r FIELD INVESTIGATION REPORT: Piner, Piner, and Wade PAGE #2 9. NARRATIVE DESCRIPTION: The project site is an existing channel in Taylor's Creek, within the town limits of Beaufort, NC. This channel is separated from Taylor's Creek proper by three small marsh islands. Along the west side is a privately owned rock groin that was constructed prior to the LAMA. There is a fringe of coastal marsh adjacent to the length of the channel, abutting the high ground. Front Street extends between this stretch of high ground and the 3 residences owned by the applicants. Taylor's Creek is not designated as Primary Nursery Area by the Division of Marine Fisheries. The creek carries a water quality classification of SC, and is closed to the taking of shellfish for consumption. The federal channel extends through Taylor's Creek, with a project depth of 15'. The land use classification for the project is Conservation, due to its location within a CAMA AEC. The applicant's agent has stated that this channel was excavated prior to the CAMA, and the 1978 aerial photography confirms this. Although there is no specific recollection that there has been maintenance excavation performed, the channel has remained relatively well defined through the years. In recent years, the mouth of the channel on the west side has shoaled, presenting difficulties of ingress and egress. Consequently, the current proposal is to excavate from the mouth of the channel for a distance of approximately 522'. Specifically, the applicants propose to excavate for 522' in length, for a width of 25'. There is a 72' stretch toward the east end that is wider currently, and is proposed for a width of 40'. Current soundings range from +2' nlw to -1' nlw, with an average current depth of -5 n1w. The proposal is to excavate to a finished depth of -4' nlw, by hydraulic clambucket. Connecting water depths immediately adjacent to the terminus of the project are -5' nlw, quickly dropping to the Corps project depth of -15' nlw. The applicant has approximated 1435 cubic yards of material to be removed from the project area. Based on submitted soundings, which appear from field investigation to be accurate, this number is closer to 1800 cubic yards. The bottom is sandy toward the mouth, and siltier inside the mouth of the channel. The proposal is to place the spoil on the adjacent high ground area, within a designated 24,000 area.
