Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is required. The tracking number for these violations is NOV-2020-DV-0227. Since the major rain event that, caused these violations, the Town of Lattimore has been assisted by the Town of Boiling Springs (who maintains our system) to review and repair the system to reduce the entry of stormwater into the system. The following pages will outline the repairs that have been made to the system. We are confident that these measures will significantly reduce the possibility of a future event. Box 272,'- Lattimore, NC 28089 Phone - 704.434.2620 - Email - townoflattimore@gmail.com THE TOWN OF LATTIMORE Alton Beal, Mayor Council Members June Whitaker Gary Hall Jackson Martin MEASURES TAKEN BY THE TOWN OF LATTIMORE IN RESPONSE TO SSO • A throughout inspection of the sewer system revealed multiple issues in need of repairs or upgrades. • The following repairs have been completed: o Manhole repair on Martin Street - Old ring removed and resealed, riser added o Manhole repair on Martin Street - Added 2 inch riser to bring manhole to road level o Manhole repair on Jones Road - 6 inch riser added and sealed o Manhole repair on Jones Road - 4 inch riser added and sealed o 18 cleanouts repaired or plugged o Open hole in Church Street - filled with hydraulic cement o Manhole on Towery Road - sealed • The following repairs are in progress: o A new ditch line must be dug to alleviate drainage into a manhole at Ambassador Baptist College (should be completed by the end of July) o A storm drain on Church Street is being engineered to further alleviate potential stormwater entry into the system (estimated to be completed by August 15) Please note - The Town of Lattimore's sewer system is operated and maintained by the Town of Boiling Springs. Designs for replacement of the sections are being compiled at this time as well as improvements to the Vantine Pump Station. In the current economic climate the City is not in a position to place thee repairs out for bid. In the meantime, our staff will continue to monitor and clean the lines in an effort to prevent further spills until such time that we are able to obtain funding to repair these very serious issues.
