Thank you for taking a minute to catch up on the phone this morning.
Upon re-evaluation, the project engineers have determined that a spanning structure is the least impactful and
most practical alternative that will enable a transportation and utility services connection between the two sides
of the development. For this option, their calculations show that one 30'-wide O-Series 400 CON/SPAN will
meet the design requirements and provide conveyance of Fisher Town Branch under the roadway crossing
while maintaining the natural channel. This crossing would be installed by using a crane where all activities
and impacts would stay above the top of the stream bank and result in no impact to jurisdictional waters.
I have attached an updated set of exhibits here and a corresponding updated impacts summary table /sheet from
the PCN form. The attached exhibits are identical to those previously submitted with the exception of the
change from the northernmost crossing being changed to reflect the use of the spanning structure.
Under this approach, the total loss -to -waters required for the development of this project have been reduced to
include: 97 if of stream impacts and 0.018 ac of wetland impacts. An additional 27 if of stream impact is
required for riprap installed at existing bed elevations, as well as some minor temporary impacts for
construction access and utility installation.
Given the reduction of the total impacts to stay under the typical mitigation thresholds for this watershed, no
compensatory mitigation is proposed.

We had a direct meeting with the engineers yesterday, essentially to cut through any (mis)communication
barriers. They are currently working on a refined exhibit to include baffles and sills and we expect to have
that shortly. Is there a hard date/deadline you have before you'd have to administratively cancel? If so we'll let
them know that date to spur things along.

Hi Daniel,
Ok, so as you know, channel width is not the same as base flow width. If the engineers are set on box culverts, we
would like to see baffles inside so as not to cause the base flow to be over widened. Also, the sills should be a good
addition. If we could see some designs on both baffles and sills, if they want to keep the box culverts, that would be
most appreciated and we can keep the ball rolling.

The surveyed stream width at the north culvert ranges from 25'-27'.
It was determined that installing parallel box culverts to provide conveyance of Fisher Town Branch
streamflow under the roadway crossing was the most practical alternative to enable a transportation and
utility services between the two sides of the development. Concrete box culverts would provide conveyance of
Fisher Town Branch under the roadway crossing. For this option, design calculations indicate two B' x 9' (H x
W) and one 6'x 6' (H x W) concrete box culverts were needed to meet required design criteria: HW/D (i.e.,
headwater depth divided by culvert depth) < 1.20 for the 25-year event, not overtopping the roadway during
the 100-year event. This solution would minimize erosional and steam stability issues. Reduced erosion
issues and a smaller footprint in the stream would minimize the environmental impact on the stream habitat.
• Regarding the 1'sill inside each of the culverts: We can definitely incorporate that on the downstream end of
each pipe. This will help to hold the embedment depth (1') in place. Please let us know if you plan to make the
sill greater than 1' (higher than the embedment depth).
