9. PROJECT DESCRIPTION:
The project site is located on Pelican Walk Road (SR 1670A), adjacent to the AIWW, north of Hampstead,
Pender County To access the site from Wilmington, take US Hwy 17 N to Sloop Point Loop Road (SR 1563)
Turn right onto Sloop Point Loop Road and travel approximately 2 6 miles to Alton D Rivenbark Road (SR
1670) Make a right on Alton D Rivenbark Rd and follow it approximately 0 5 miles to its termination Turn
right onto Pelican Walk and travel approximately 0 1 mile to the boat ramp access area The site is located on
the left
The site currently has a pier, gazebo and a boat ramp on the southwest corner of the property The pier and
gazebo were authorized by State Permit No 76 -04, issued June 4, 2004 The current water depth adjacent to the
ramp is 0 8' Normal Low Water (NLW), which gradually increases in depth to —2 0' NLW at the end of the
proposed access channel Current water depths were provided by the authorized agent of the applicant and v\ ei e
obtained via soundings at low water Vegetation on the highground portion of the lot consists primaiily of lawn
grasses, with several Live Oak (Quercus virgintana) and Wax Myrtle (Myrica cerifera) The highground
vegetation transitions waterward to a band of high marsh approximately 20' wide, which consists of Salt
Meadow Hay (Spartina patens) and Black Needlerush (Juncus roemerianus) The coastal wetlands then
transition waterward to a band of low marsh approximately 25' wide, which consists of Salt Marsh Cordgrass
(Spartina alterniflora)
The waters of the AIWW adjacent to the project site are classified as SA by the North Carolina Division of
Water Quality They are NOT designated as a Primary Nursery Area (PNA) by the North Carolina Division
of Marine Fisheries, and they are OPEN to the harvest of shellfish
PROPOSED PROJECT.
The applicant is proposing to dredge a new access channel to connect the boat ramp to an existing channel
which runs parallel to Pelican Walk The proposed dimensions of the dredging would measure 110 in length
by 20' in width The applicant proposes to dredge a channel running 60' west, which would then turn in a
southerly direction and extend another 50' in length by 20' in width to connect to the existing channel The area
would be dredged to a depth of -4' at NLW The area currently ranges in depth from —0 8' to —2 0' at NLW The
proposed disposal area is on the highground portion of the property, and would measure 80 in length h\ 100 in
width The applicant proposes to remove the excavated material using barge and bue.l,et '\ppiom m,aL +
cubic yards of material would be excavated
It should be noted that the applicant previously sought authorization to dredge a channel to the boat ramp in his
application for State Permit Number 76 -04 This request was later withdrawn in response to objections from the
Division of Marine Fisheries and the Division of Water Quality, which stated the new dredge work would result
in significant adverse impacts to resources

10 ANTICIPATED IMPACTS
The excavation of the channel would disturb approximately 2,200 ft 2 of shallow bottom It is likely that the
proposed dredging would impact SAV or SAV habitat The dredging operation would likely result in a
temporary increase in turbidity The high ground disposal would result in approximately 8 000 square feet of
land disturbance

Dear Committee Members,
In our request to dredge the boat ramp and access channel off Pelican Walk, we were
granted a permit to dredge the access channel We have completed the dredging of this
area We requested to dredge the 110' at the boat ramp and was turned down due to the
thought that under water grasses were present Since then we have requested to have this
area looked at again by marine fisheries and after doing so, no eel grass was found We
would now wish to finish up our dredging project to connect the main channel to the boat
ramp Please keep in mind that this only consists of approximately 90 feet or so The
pecan home owners use this ramp now, but it is difficult to launch at low tides
We will be dredging with barge and bucket, and transporting to the spoil site with a bob
cat We currently have silt fence in place from phase one of the dredging and will
continue to use this area for the remainder of the project We agreed in phase one to only
unload at high tides and will still continue to do this for the remainder of the dredging
requested for We only hope at this time that you will grant us perriussion to finish up this
project so that we may release this property to the home owners of Pecan Grove This is
the only thing we have left to do that was looked at in 2003 and was recommended by
cama that we should not have any problems doing Thank you for your consideration in
this grave matter and we will await your decision

other instrument under which the applicant claims title
to the affected properties If the applicant is not
clamming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claim title, plus written permission
from the owner to carry out the project
• An accurate, dated work plat (including plan view
and cross - sectional drawings) drawn to scale in black
ink on an 8 1/2' by 11" white paper (Refer to
Coastal Resources Commission Rule 7] 0203 for a
detailed description )
Please note that original drawings are preferred and
only high quality copies will be accepted Blue-lme
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the
