4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The ferry ramps on the north end of Ocracoke(Southdock)are used to load and off-load vehicles coming to and from Ocracoke.The dolphins(pile clusters)that lead into and surround
the ramps are in place to assist ferry navigation and prevent accidents from happening.They act as bumpers or cushions for the ferries as they are entering the basin and nearing the
ramps.

The North Carolina Department of Transportation(NCDOT)Ferry Division is requesting authorization to perform repair and maintenance on the dolphins at the Southdock Ferry
Terminal.Eight of the dolphins are in need of complete replacement,and six contain one or more piles that need to be removed and replaced.The footprint of all dolphins will remain
the same.
4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:*
A vibratory hammer will be utilized to remove and install all piles.However,if a pile is broken off beneath the surface,a clamshell bucket will be used to break it loose and pull it.If the
vibratory hammer alone fails to drive a pile,then a pump would be implemented to assist driving the pile to the required depth.This is the methodology that the Ferry Division has
followed during all previous dolphin maintenance projects.
Skyco crane barge with attachments and pump will be used
