facility 5/92. No changes are proposed for this permitting period.
Quarterly nutrient monitoring is recommended due to the facility's proximity to High Rock Lake.

5. Directions to Site: From Winston-Salem take Hwy 52 to
Lexington and then take Hwy. 29/70 south approximately 8.0
miles to the Belmont Road Exit (486). Turn right onto SR
1288 and the truck stop is immediately on the left.

facility is located on the ridge line 0.15 mile away from
any flowing stream.
9. Location of nearest dwelling: No dwellings are located
within a 1000 ft of the new discharge point.
10. Receiving stream or affected surface waters: The WWTP is
presently discharging into an U.T. to South Potts Creek.
After constructing a new outfall line, the facility will
discharge into South Potts Creek. The relocation has
already been approved by DEM when the NPDES permit was
reissued on 9-1-92 for the new discharge location.

rural agricultural area of Davidson County. Churchland
Elementary (NC0029947) discharges into South Potts
Creek approximately 3 miles upstream of the new
proposed discharge location. Southern Railway
(NC0029246) discharges into South Potts Creek
approximately 1.3 mile downstream of the proposed
outfall.

facilities: The existing system consists of the
following: grease traps, 15,680 gallon septic tank, a
4000 gallon recirculating dosing tank with dual 88.5
GPM pumps, a 40 x 50 recirculating surface sandfilter,
sanuril chlorinator, contact chamber, Isco flow
measuring device, and a gravity effluent line (to be
abandoned) to U.T. to South Potts Creek.
f. Please provide a description of proposed wastewater
treatment facilities. The new outfall line will
consist of the following: 32 GPM pump station with
dual pumps, 1,700 linear feet of 3 inch force main and
2,234 linear feet of 6 inch gravity sewer with
discharge to South Potts Creek.

4. Alternative Analysis Evaluation: Has the facility evaluated
all of the non -discharge options available. Please provide
regional perspective for each option evaluated.
Spray Irrigation: Unable to purchase land to north of site.
Facility landlocked to south by I-85.
Connection to Regional Sewer System: Unfeasible due to
distance to City of Lexington.
Subsurface: Soils inadequate. Subsurface systems at the
facility have experienced problems in the past. Wastewater
from the kitchen is presently routed to a subsurface system
permitted by the Health Dept.
Other disposal options: Extending the outfall to a positive
flow stream was the only option.

PART IV - EVALUATION AND RECOMMENDATIONS
Bill's Truck Stop is served by a recirculating surface
sandfilter that was constructed during the summer of 1989 and
began operation in late August 1989. Since the system discharges
into a zero flow stream (7Q10=0), the summer limits contained in
the permit are 5 mg/1 BOD and 2 mg/1 NH3. To date, the facility
has yet to consistently comply with the strict effluent
limitations (mainly NH3-N). Therefore, the truck stop is
operating under SOC-#90-53 AdI that requires them to relocate the
outfall.
On September 1, 1992, Bill's Truck Stop was reissued a
modified permit approving the relocation of their outfall to
South Potts Creek. The Authorization to Construct for the new
effluent line was issued on 12/31/92. At present, the facility
is discharging into an U.T. to South Potts Creek until the
outfall can be extended. The SOC (90-53 Ad I) requires them to
complete construction by 7-1-93.
WSRO recommends reissuance of the permit.
