Permit Modification — CAMA Major Permit No 102 11 Lawrence Hodgkins Boatworks Floating Docks Washington Park Beaufort County Project setting Lawrence Hodgkins has requested the attached application be processed as a major modification of existing CAMA Major Pemit No 102 11 The proposed modification is for the expansion of the previously permitted ten slip docking facility The project site is located adjacent to the NC Fhghway 32 Bridge in the Town of Washington Park on Runyon Creek in Beaufort County, North Carolina The proposed project site is the ongnnal location of Park Boat Company which is currently located on U S 264 East in the City of Washington The size of the tract ns ±38 389 ft2 (0 88 ac) The project site is a point of land with the N C Highway 32 bridge over Runyon Creek located Immediately downstream (southwest) and Snode Creek on the upstream (northeast) side of the property Runyon Creek ranges from 390 to 450 in width at the project location The City of Washington maintains a double boat ramp immediately across Runyon Creek from the project site A single- family dwelling is located on Snode Creek adjacent to the proposed project The property has approximately 600 linear feet of shoreline on Runyon and Snode Creek Vegetation on the tract consists of mamtamed lawn grass and wooded wetland vegetation on a narrow spit of land at the confluence of the two Creeks The applicant is not proposing any development activities in this area of wooded wetlands or on any upland CAMA Major Permit No 102 -11 was issued to Lawrence Hodgkins and Anita Rish- Hodgkins on 1 September 2011 for the construction of ten open water slips in Runyon Creek The permit was refined on 18 November 2011 to change 7 finger piers from 30 by 3 to 28 by 4 and install 2 ft2 triangular platforms beside each finger pier To date, all work authorized by the permit has been completed The site is currently used as an upland boat storage facility with ten open water slips as de s cnbed above Existing man-made features on the property include a steel building boat ramp with launch pier, bulkhead and relic pilings from a previously existing docking facility CAMA General Permit No 56172 B was issued on 17 February 2011 for the construction of 90 linear feet of bulkhead waterward of the existing steel building between the boat ramp and the N C Highway 32 Bridge The uplands upstream (northeast) of the boat ramp have been stabilized with a bulkhead Immediately landward of this bulkhead, a 6 wide boardwalk exists for a distance of approximately 70 feet Runyon Creek is classified as SC NSW by the Environmental Management Commission at the project site Runyon Creek is Inland fishing waters and is not open to shell fishing Protect description The applicant proposes to modify the existing permit to construct additional docks and finger piers on the existing structures for an additional 18 slips The docking facilities will be expanded and are identified as Section A Section C and Section C on the plat dated April 2012 Additionally the dilapidated relic pilings will have to be removed to make room for the expansion of the docking facility 1 Section A Propose to add 2 wide by 34 long stepdown with two 3 wide by 14 long finger piers for 4 additional slips Mayor Permit Modification — CAMA Mayor Permit No 102 11 Lawrence Hodgkins Boatworks Floating Docks Washington Park Beaufort County 2 Section B Dock B will be extended 28 in length with a 6' width A 24'long by 4' wide finger pier will be added on the downstream side of the extension The existing 28 issued on September 1 2011 which permitted ten (10) wet slips The original project is comprised of docking facilities on the north (4 slips) and south (6 slips) sides of the boat ramp The proposed expansion is to add 4 slips to the south side and 14 slips to the north side for a total of 28 slips The north side expansion will require removal of additional dilapidated cypress pilings The pilings protrude approximately 6 above the normal water line and will be reclaimed and cut into hard wood flooring As shown in the accompanying photos the pilings currently restrict navigation at the
