Describe the existing conditions on the site and the general land use in the vicinity of the protect at the time of this
application
Since the original permit application (Old PCN) was submitted for this project in October of 2010 the Applicant has
completed all proposed impacts to streams and wetlands proposed The protect to date has resulted in permanent
impacts to approximately 0 1 acres of wetlands and 64 linear feet of intermittent stream All pipes and associated
drainage structures proposed in the Old PCN have been installed There are no remaining Waters of the US on the
property The area of the property that contained the stream and wetland has been filled as shown in the Proposed Site
Plan dated 9-26 2010 from the Old PCN The disturbed areas have been stabilized with gravel or vegetation NCDOT
continues to use the area for staging of materials although the Hwy 421 widening project is winding down

The Applicant has determined that the most critical need for this property is to restore the parking that was lost due to the
Hwy 421 widening project Prior to the Hwy 421 protect the site contained 47 parking spaces and this was felt by the
Applicant to be only barely sufficient The current (existing) parking lot contains only 27 parking spaces NCDOT as part
of a settlement agreement with the Applicant agreed to replace the lost parking spaces up to 47 spaces The purpose of
this modified PCN is to show a change to the protect plans that reflects the replacemnt of the lost parking spaces and to
demonstrate compliance with all conditions of the previously issued CWA 404/401 permits

Describe the overall project in detail including the type of equipment to be used
The Applicant intends to extend the existing parking lot to the west onto adjacent properties to bring to total number of
parking spaces to 47 plus 2 motorcycle spaces This activity will not involve impacts to Waters of the US there are no
Waters of the US located on the project site at this time The protect site has been modified from the Old PCN to include
4 additional parcels for a total project area of approximately 148 acres (see Modified Proposed Site Plan) The proposed
work will involve minimal new grading to expand the existing filled area slightly to the southwest and to blend the entire
area into the new driveway constructed by NCDOT The Dumpster pad will be relocated to ar area just west of the
current site entrance All parking and drive areas would be paved with asphalt Typical construction equipment would be
used including bull dozer track excavator dump trucks All graded slopes would be seeded and stabilized in accordance
with Town of Boone standards Site landscaping would also follow Town of Boone Standards

Stormwater Management Narrative
The purpose of this narrative Is to characterize existing and proposed conditions on the project site with
respect to Impervious cover and to state the Applicants understanding of current and future
stormwater management requirements on the site Included with this narrative are the following maps
and related Information

Based on discussions with Annette Lucas (DWQ Stormwater) an evaluation of the project site was
performed to determine pre and post development impervious cover The property is divided into
Parcel 1 and Parcel 2 with Parcel 1 being the existing apartment building and parking Parcel 2
consists of the remaining 4 lots The boundaries of both parcels are drawn at the current (post Hwy
421 widening project) DOT R/W line for both pre and post - development Impervious determinations
The results of the Impervious cover evaluation show that the current project will result in a net overall
reduction in impervious cover of 1598 sq ft (2 48 %) from the pre - development condition over the
entire project area
This determination is based on the current proposed plan for development of the lot as depicted on the
attached Grading Plan prepared by Municipal Engineering and titled Robert F Helms Parking Lot
Revisions This plan differs from the previously permitted site plan in several ways
• The project site has been modified from the Old PCN to include 4 additional parcels for a total
project area of approximately 148 acres (see Modified Proposed Site Plan)
• This activity will not involve impacts to Waters of the US there are no Waters of the US located on
the project site at this time
• The proposed work will involve minimal new grading to expand the existing filled area slightly to the

Based on communication with both Annette Lucas and Sue Homewood of DWQ It Is the Applicants
understanding that provided the project does not Increase the Impervious cover of the project area
