Pretreatment Annual Report
Narrative
General Information:
This Pretreatment Annual Report covers the period of January 1, 2020, through
December 31, 2020.
• AT, LTMP, HWA, SUO, ERP, IWS and Permits are all up to date.
• The information on the Pretreatment Program Information Database is correct.
• No Permits have lapsed or expired prior to renewal.
• There have been no program changes.
SIU Information:
Karastan Rug Mill
Karastan Rug Mill was not in SNC and no NOV's were given for this PAR year.
Weil McLain
One Notice of Violation was issued to Weil McLain for 2020. On July 14 2020, Weil McLain
informed me that their Zinc result was reading 4.5 mg/L verses a permit limit of 1.48 mg/L. Samples
were retaken and the Zinc results were 0.58mg/L, well within the permit limit. We identified the
problem being related to the timing of the sample being taken. Weil McLain had been down for
inventory and maintenance for 5 days and had only started the line up for less than two hours when
the sample was taken; thus, the sample was not reflective of normal conditions with normal water
flow. This event does not place Weil McLain in SNC. A civil penalty of $110.00 was assessed for this
violation.
Duke Energy
Duke Energy was not in SNC for this PAR year. Duke Energy received one NOV during
this PAR year. There daily maximum flow limit was 0.4MGD. On 5/1/2020 the flow was
0.452MGD, and on 5/2/2020 the flow was 0.450MGD. Corrective action was taken to ensure
that compliance by reducing the pump run times and recalibration of the discharge pumps.
Waste Reduction
In an effort to minimize waste, the City of Eden continues to operate a central
community Recycling Center. Leaf composting and wood debris mulching operations continue.
The WWTP continues to land apply residual bio-solids on local farms.
Industrial User waste reduction activities are summarized below:
Karastan Rug Mill, Permit No. 1005: Participates in the following waste reduction
activities. W39, W51, W72, W74, and W75.
Weil McLain, Permit No. 1012: Participates in the following waste reduction activities.
W19, W29, W34, W51, and W52.
Dental Amalgam
We have identified 6 dental facilities in the City of Eden. Each one has been contacted,
and we have received, reviewed, and will retain the one time compliance report for our records.
