Hi Robb and Holley. I hope you both are well.
I received this from one of our guys last week. It slipped my mind and when I went back to it, I noticed the location of
the discharge would be in Bogue Sound. I know the discharge effluent itself is no different than existing but the
discharge location has changed.
Attached are Brent's preliminary DCM application materials. The map and short narrative should give detail enough. If
you can, I would greatly appreciate a look over so Brent can be guided how best to proceed. Thank you.

We have a situation at Shellrock Landing BAA where apparently there is a spring originating on a neighboring tract that
at some point in the past was contained in a thin -walled concrete pipe routed across the BAA property to direct the flow
to the ramp access canal. Vehicle traffic to an adjoining property has damaged the existing structure, so we want to
repair by rerouting away from vehicle traffic and electric utilities that where installed above the drain tile at a later
date. Ryan Davenport, the CAMA rep handling Onslow County, advised that a repair outside of the existing footprint
would require a major permit. I just don't see the in -footprint repair as being very feasible with the current set up so am
proceeding with the major permit application. Could you please review the attachments and advise of recommended
edits and what else I may need. I know I need more maps and a project drawing.

The project involves maintenance of a public boating access area. Operations of the area will not be changed by the project.
It is only to repair deficient drainage infrastructure failing due to age.

Either a tracked excavator or wheeled backhoe will be required to trench a new tile path and replace soil to the original
contour.

6. Additional Information
In addition to this completed application form, (MP-1) the following items below, if applicable, must be submitted in order for the application
package to be complete. Items (a) — (0 are always applicable to any major development application. Please consult the application
instruction booklet on how to properly prepare the required items below.
a. A project narrative.
b. An accurate, dated work plat (including plan view and cross -sectional drawings) drawn to scale. Please give the present status of the
proposed project. Is any portion already complete? If previously authorized work, clearly indicate on maps, plats, drawings to distinguish
between work completed and proposed.
c. A site or location map that is sufficiently detailed to guide agency personnel unfamiliar with the area to the site.
d. A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected properties.
e. The appropriate application fee. Check or money order made payable to DENR.
f. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such
owners have received a copy of the application and plats by certified mail. Such landowners must be advised that they have 30 days in
which to submit comments on the proposed project to the Division of Coastal Management.

Project Narrative:
The North Carolina Wildlife Resources Commission (NCWRC) is applying for a CAMA Major permit to relocate an
existing approximately 190` ruptured concrete pipe drain line installed to contain flow from a spring originating on an
adjacent property and is routed through the Shell Rock Landing Boating Access Area. The site is located at 250
Shell Rock Landing Road adjacent to Bogue Sound in Onslow County, North Carolina. The existing drain line has
degraded to the point that significant leakage is negatively impacting the Boating Access Area and adjacent property.
The NCWRC proposes to reroute the existing drain line parallel with the common property line away from electrical
utilities and vehicle traffic. Vehicular traffic to adjacent properties over the existing drain line is the primary cause of
the rupture and would be subject to the same risk if repaired in the same footprint. In addition, electrical utilities have
been installed above the existing drain tile further complicating a same location repair.
The NCWRC proposes to utilize a contractor to relocate the drain line. The site proposed for relocation would
originate at a concrete junction box to be installed to join an undamaged section of the existing pipe with 8" diameter
PVC pipe bedded with stone and set on a gradual downward slope to allow gravity flow of water as with the original
installation. The PVC line would run 160' through a portion of the mowed grass perimeter along the east side of the
Boating Access Area. If installed as proposed it would terminate in a 6' diameter rip -rap basin within an already rip -
rap covered area adjacent to the Intracoastal Waterway. Areas disturbed by project excavation that will not be rip -
rapped will be revegetated by placement of grass sod.
All work will occur in prior disturbed sites and does not involve impacts to wetlands or natural coastal vegetation.
Anticipated area requiring excavation is estimated to be less than 400 ft2. Excavation depth will be whatever is
required to tie into the existing line with a gradually shallower buried depth toward the terminal end at the rip -rap
basin.
