It appears that the proposed boat ramp was extended approximately 7 feet and the water depths were revised to be -2'10" at Normal Low Water near the terminus of the ramp. She said she would adjust .... I did not see any adjustments meet the -T. 1 have the same concerns. As far as docking structures, moratorium, no sitting on the bottom, no dredging now or in the future as a result of shoaling. I support the USACE concerns Liz stated regarding navigation and easements. I am usually hesitant to stop a project over 2", however I don't see why there should be any leniency on the 3' minimum depth. Especially even with the updated plans, they still need to move out another —20' to reach 3'NLW. Does that mean they are creating more PNA and then won't be allowed to dredge the area post construction?? lol It seems to me he wants to be able to launch his boats and dock them all in one convenient spot. I'm ok with in water work moratoriums and special conditions of no dredging in PNA or future boat ramp modifications involving excavations. I believe the main issues from the Corps' perspective were related to Navigation's comments and construction of the boat ramp in PNA. The bio report (as well as our data layer) identifies the waters as PNA, so I'm not clear on whether there is an issue here. If NMFS doesn't have a problem w/ the boat ramp in PNA, then I don't think we would either. From Navigation Branch: There is a Corps easement for pipeline placement which runs along Marina Way from the AIWW to the oceanfront shoreline. If a boat ramp is approved, they would not be allowed to obstruct Navigation from laying pipe within the easement. The boat ramp may be inoperable during dredge operations. Navigation would not approve a no wake zone in the area. Navigation would not approve a paved parking area. All safety issues would need to be addressed before the project is constructed. They will need a consent to structure for the boat ramp. The consent must be in place before construction. Navigation would not object to the docking facility, as long as it does not cross into the setback. *Additionally, as we all are aware, there is a powerline (and would assume an easement) which crosses the project area. Do we know if anyone has had contact with the power company, or if a representative was invited to the scoping meeting? **Also, I'm confused about the need for the ramp, since the proposal is for a 2-slip private docking facility ... who else is going to be using the ramp? The majority of the property appears to be wetlands, so I'm curious where additional users would park vehicles and trailers. Thanks for the opportunity to discuss in advance. Have a good weekend!
