The land use in the general vicinity consists of a mixture of residential and commercial land use. 4b. Explain the purpose of the proposed project:* The purpose of the proposed project is to rehabilitate ±5,400 If of existing gravity sewer line to accommodate current sewer flows and repair/replace aging pipes and manholes in an effort to reduce sewer overflows. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project proposes to replace ±5,400 If of aging and failing sewer line (both 16" & 18") with an 18" sewer line. The project includes dig and replace methods, pipe bursting, and boring and jacking where appropriate to rehabilitate existing sewer lines. Most of the sewer line will be replaced in the current location of the pipe and easement within existing paved roads, ROW, and cleared/maintained easements. However, some portions of the sewer line and easement are being relocated to eliminate existing logistical issues, including sewer lines on private property without an appropriate easement and even sewer lines being beneath existing structures. Impact Justification and Mitigation 1. Avoidance and Minimization 3i. Total temporary stream impacts: 181 la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Most of the project will be constructed within the existing sewer corridors that mostly exist in existing roadways. The impacts related to relocated sewer are necessary due to infrastructure related constraints and elevational constraints related to gravity sewers. Impact 5A is due to the fact the existing sewer was cast into the bottom of the box culvert system and cannot be replaced with pipe bursting or bore and jack because of elevational constraints and had to be relocated. Temporary stream impacts resulting from relocation at Impact 1 and 1A are needed to avoid issues related to the existing configuration for the sewer which could create blockages in the system. Silt fence will be used to protect existing wetlands outside the construction corridor. Additionally, pipe bursting will be used where appropriate to eliminate the need to dig and replace the existing sewer. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Silt fencing will be installed around all disturbed areas. Access during construction will occur in uplands. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Furthermore, site reviews did not identify any potential habitat for any federally protected species known to occur in Lee County. Therefore, the proposed project will not adversely affect federally protected species. 12 for 181 linear feet of temporary stream impacts and 0.22 acres of temporary wetland impacts  for rehabilitation of ±5,400 lf of gravity sewer line in a highly urban area within the City of Sanford.   We are also requesting an NCDWR 401 WQC for the above referenced impacts.    The project is ~ 2.5 acres in size (based on a 20’ sewer corridor width) and runs from Alcott Street  (Lat: 35.475104°N; Long: ‐79.169823°W) to East Chisholm Street in downtown Sanford in Lee  County (Latitude: 35.486169°N; Longitude: ‐79.177777°W).      The project is located in the Cape Fear River basin (HUC: 030300030607) and drains to Little  Buffalo Creek.  The Water Quality Classification for Little Buffalo Creek is C, and the Stream Index  Number is: 17‐42.    Proposed Project    The purpose of the proposed project is to rehabilitate ±5,400 lf of existing gravity sewer line to  accommodate current sewer flows and repair/replace aging pipes and manholes in an effort to  reduce sewer overflows.        The project proposes to replace ±5,400 lf of aging and failing sewer line (both 16” & 18”) with an  18” sewer line.  The project includes dig and replace methods, pipe bursting, and boring and jacking  where appropriate to rehabilitate existing sewer lines.  Most of the sewer line will be replaced in  the current location of the pipe and easement within existing paved roads, ROW, and  cleared/maintained easements.  However, some portions of the sewer line and easement are being  relocated to eliminate existing logistical issues, including sewer lines on private property without  an appropriate easement and even sewer lines being beneath existing structures.     Typical commercial construction equipment and techniques will be used to construct the proposed  project. WithersRavenel completed a delineation of the sewer alignment in January 2020.  The delineation  identified three streams, including Little Buffalo Creek, and two wetlands within the sewer  alignment.  A Preliminary Jurisdictional Determination Exhibit and wetland/upland data forms  have been provided in support of the delineation.  Please note that we are not requesting issuance  of a Preliminary JD in conjunction with issuance of the NWP 12.    Proposed Impacts    The proposed impacts consist of 181 lf of temporary stream impacts and 0.22 acres of temporary  wetland impacts for replacement of the sewer line.    Most of the proposed temporary stream impacts will occur from installation of the new sewer line.   We have also assessed temporary stream impacts from abandonment of existing sewer lines within  Little Buffalo Creek where the sewer line/easement has been realigned.  It is anticipated that the  existing sewer line will be cut off and filled with grout to permanent abandon the line.  However,  the lines may need to be completely removed from Little Buffalo Creek, and therefore we have  assumed temporary stream impacts to allow for removal.  The proposed temporary stream impacts  also include the area needed for installation of temporary coffer dams for dewatering during  construction.    Temporary wetland impacts will result from removal of the existing sewer line and installation of  the new sewer line at Impact 4, and installation of the new sewer line in the new  alignment/easement at Impact 2.    During construction activities within streams will be completed “in the dry” by constructing  temporary coffer dams upstream and downstream of the construction areas and pumping flow  around the construction areas.  The pump around details are located on Exhibit 5 of the impact  maps.    Upon completion of construction, the temporarily impacted streams will be restored to  preconstruction grades and temporarily stabilized with biodegradable matting on the banks and  seeded with rye grass.  Matting will not be placed on the stream bed.  Additionally, temporarily  impacted wetlands will be restored to natural grade and seeded with rye grass to provide  temporary stabilization until natural recruitment permanently stabilizes the wetlands.      The entire 20’ permanent utility easement will be mowed/maintained in perpetuity.  Impact 4 is  located within an existing cleared/maintained sewer easement through Wetland A and therefore  will not result in permanent wetland conversion impacts.  Impacts 2A is a new utility easement  through Wetland B and will result in 0.09 acres permanent wetland conversion impacts from  clearing of forested wetlands.          City of Sanford – Little Buffalo Creek Outfall Rehab  Sandford, Lee Co.  Page 3 of 3    Avoidance and Minimization    Most of the project will be constructed within the existing sewer corridors that mostly exist in  existing roadways. The impacts related to relocated sewer are necessary due to infrastructure  related constraints and elevational constraints related to gravity sewers. Impact 5A is due to the  fact the existing sewer was cast into the bottom of the box culvert system and cannot be replaced  with pipe bursting or bore and jack because of elevational constraints and had to be relocated.  Temporary stream impacts resulting from relocation at Impact 1 and 1A are needed to avoid issues  related to the existing configuration for the sewer which could create blockages in the system. Silt  fence will be used to protect existing wetlands outside the construction corridor. Additionally, pipe  bursting will be used where appropriate to eliminate the need to dig and replace the existing sewer.    Mitigation    All proposed wetland and stream impacts are temporary and therefore mitigation is not proposed.   Additionally, “permanent wetland conversion” impacts are less than 0.10 acres (Impact 2A – 0.09  ac) and therefore mitigation is not proposed.    The current request is for 181 lf of temporary stream impacts and 0.22 ac of temporary wetland  impacts (see the attached maps and PCN for details).
