The enclosed package Is to show the results of the BMP /detention pond & Sand Filter
design for the proposed Trimurti Temple Devasthanam development The development
is located in Charlotte Mecklenburg County North Carolina off of Beatties Ford Rd
The subject site is approximately 15 69 acres and the existing condition consists of
woods and grass lands The site will be developed as a religious facility
BMP /Detention pond & Sand Filter was designed per latest Charlotte /Mecklenburg
County Stormwater BMP manual Topographic maps and field observations were used
to delineate the watershed basins and hydraulic path feeding into the study conveyance
system With this information hydraulic length time of concentration (TOC) and basin
slope were determined for the pre developed condition TOC of 34 min was used for all
post developed condition The composite curve number (CN) was calculated based on
the hydrologic sod types and groups from the U S Department of Agriculture SCS
Mecklenburg County for the pre developed and post developed conditions The total
impervious of the development was calculated The water quality volume of the 1St —Inch
of rainfall was quantified using the Schueler simple method 1 yr 24 hr storm channel
protection volume was also quantified Hydraflow Hydrograph models were developed
to determine the peak flows and peak times for the 10 year 25 year and 50 year storm
events using SCS Unit Hydrograph with 6 hour storm distribution and the Mecklenburg
rainfall intensity in inches per hour
Three (3) BMP facilities are proposed for the site BMP #1 Sand Filter #1 drainage
area is approximately 3 7 ac BMP #2 Sand Filter #2 drainage area is approximately
2 7 ac BMP #3 drainage area is approximately 34 4 Ac which includes the drainage
area for BMP #1 BMP #3 is a detention pond with a permanent water body and intends
to provide volume control only not water quality treatment The BMP facilities together
are designed to treat the 1s' Inch of runoff volume provide the 1 yr 24 hr storm channel
protection and control the peak discharge rates for 10 yr and 25 yr 6 hr storm events
so that the total discharge in the post development condition would be equal or less than
that of pre - development condition
BMP #1 — Sand Filter provides first 1 inch 6 hr water quality treatment All larger storm
events are bypassed and controlled in BMP #3 Detention pond BMP #2 — Sand Filter
provides 1 inch 6 hr water quality treatment as well as 1 yr 24 hr storm channel
protection volume Larger storm events (10 25 & 50 yr) are routed through the sand
filter and controlled to a certain extent but volume control mostly is being compensated
for in BMP #3 BMP #3 — Detention pond provides 1 yr 24 hour storm channel
protection for the site only Including the BMP #1 drainage area BMP #3 also provides
overall detention (10 yr & 25 yr) for the overall site development Note that volume
control provided In BMP #3 was over designed to compensate for the BMP #2

C SIGNIFICANT NEXUS DETERMINATION
A significant nexus analysis will assess the flow characteristics and functions of the tributary itself and the functions performed
by any wetlands adjacent to the tributary to determine if they significantly affect the chemical physical and biological integrity
of a TNW For each of the following situations a significant nexus exists if the tributary in combination with all of its adjacent
wetlands has more than a speculative or insubstantial effect on the chemical physical and/or biological integrity of a TNW
Considerations when evaluating significant nexus include but are not limited to the volume duration and frequency of the flow
of water in the tributary and its proximity to a TNW and the functions performed by the tributary and all its adjacent
wetlands It is not appropriate to determine significant nexus based solely on any specific threshold of distance (e g between a
tributary and its adjacent wetland or between a tributary and the TNW) Similarly the fact an adjacent wetland lies within or
outside of a floodplam is not solely determinative of significant nexus
Draw connections between the features documented and the effects on the TNW as identified in the Rapanos Guidance and
discussed in the Instructional Guidebook Factors to consider include for example
• Does the tributary in combination with its adjacent wetlands (if any) have the capacity to carry pollutants or flood waters to
TNWs or to reduce the amount of pollutants or flood waters reaching a TNW9
• Does the tributary in combination with its adjacent wetlands (if any) provide habitat and lifecycle support functions for fish and
other species such as feeding nesting spawning or rearing young for species that are present in the TNW9
• Does the tributary in combination with its adjacent wetlands (if any) have the capacity to transfer nutrients and organic carbon that
support downstream foodwebs?
• Does the tributary in combination with its adjacent wetlands (if any) have other relationships to the physical chemical or
biological integrity of the TNW?
